Position Summary

This position protects the interest of the Service Authority by ensuring that projects within Environmental Services and Water Reclamation (ESWR) remain on-time and within budget, through application of sound project management principles and best practices.  This position performs professional work in managing the study, design and construction of Service Authority projects.  The work involves assisting with securing and managing vendors, contractors, and consultants; ensuring consultants meet their contractual obligations in regards to scope, schedule and budget; ensuring contractors provide testing and inspections, and construction services related to the Service Authority's ESWR facility, as well as assisting in the procurement of listed services. Work is performed in accordance with established lines and level of authority.
 
Overall goals and project assignments are set by the Division Director or designee and the incumbent determines the specific tasks to be performed, independently handling new, unusual problems and deviations encountered in the work.
 

Position Responsibilities / Essential Job Functions

  • Participates in the preparation of task orders and scopes of work for study and design projects.
  • Participates in the preparation of project specifications for design projects as well as the Invitation for Bids. Reviews and evaluates bids received for construction projects.
  • Performs sound contract administration and project management functions. Negotiates and recommends approval of contracts for study, design and construction projects. Tracks and administers contracts, including approval of award of contracts, payments, and change orders. Performs project management including: managing construction of assigned maintenance or Capital Improvement Projects. Negotiates task orders for study, design, maintenance and/or construction services.Tracks budgets, deliverables and schedule on task orders. Reviews and approves payments for construction contracts ensuring accuracy and thoroughness. Ensures all documentation is in conformance with Service Authority Project Controls guidelines.
  • Maintains accurate and thorough project documentation, files and all associated project details and paperwork.
  • Ensures proper communication to all stakeholders, including (as applicable): customers, Program Manager, other Service Authority departments, and Service Authority senior leadership.
  • Follows Service Authority project initiation and closeout procedures.
  • Reviews and updates various project management standards.
  • Conducts field surveys, site visits and project inspections as necessary.
  • Provides general information through meetings and information sessions concerning the Service Authority to the general public, landowners, and engineers.
  • May be deemed essential at any time.
  • Performs other duties as assigned or required.

Essential Skills and Experience:
  • Knowledge of the theories, concepts, principles and practice relating to the planning, study, design, construction and operation of public water and sewer facilities; project management, contract administration; computer equipment and software related to assignment; English usage, spelling and grammar.
  • Ability to prepare for and facilitate meetings with Service Authority staff, consultants, contractors, vendors as needed.This includes, crafting agendas, tracking action items and supervising the preparation of meeting minutes.Prepare draft scopes of work in coordination with Service Authority subject matter experts, Service Authority leadership and contracts management as appropriate; and interpret approved scopes of work, task orders and reports; exercise sound judgment and determine effective courses of action; plan, direct, coordinate and supervise the work of consultants; ability to monitor construction activities; operate computer equipment and software applications related to assignment; establish and maintain effective working relations with consultants, vendors, contractors, the general public and fellow employees; communicate effectively, both orally and in writing.
  • Bachelor's Degree in Civil or Environmental Engineering, Construction Management or related field.
  • Three years or more of progressively responsible project management, design, construction management and/or maintenance experience within the water and sewer industry.
     
Preferred Skills and Experience:
  • Four or more years of progressively responsible project management, design, construction management and/or maintenance within the water and sewer industry.
  • Certification in Project Management by the Project Management Institute or Construction Management by the Construction Management Association of America.
  • Registration as a Professional Engineer in the Commonwealth of Virginia.If licensed in another state, the ability to obtain a Virginia PE License within 12 months of employment.
 
Special Requirements:
  • Must possess and maintain a valid driver's license consistent with Service Authority policy requirements.
