PLEASE NOTE:  This is an open and continuous recruitment.  Interviews will be scheduled on a continuous basis until position is filled. 

Under general direction, performs a wide variety of professional engineering work in support of the City's Capital Improvement Program (CIP), land development, traffic engineering, public works infrastructure, and departmental operations; serves as a technical resource and advisor for assigned engineering programs; manages small to large engineering projects from planning and design to construction and close-out; confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development; provides professional staff assistance to the Senior Civil Engineer, other departments, and the public in areas of expertise; performs a variety of studies and prepares and presents staff reports; and performs related work as required.
 
SUPERVISION RECEIVED AND EXERCISED
                                
Receives general direction from the Public Works Services Manager/City Engineer or assigned management staff.  Exercises no direct supervision of staff.  May provide technical and function direction to lower-level staff.
 
Class Characteristics
 
This is the full journey-level class in the professional engineering series.  Incumbents are expected to perform the full range of professional and technical engineering work.  Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.  Incumbents use independent judgment and decision-making authority to resolve complex problems.  Work is typically reviewed upon completion for technical soundness, appropriateness, and conformity to policy and requirements and the methodology used in arriving at the end results are not reviewed in detail.  This class is distinguished from the Senior Civil Engineer in that the latter is the full supervisory-level class in the series and has ultimate responsibility for organizing, assigning, supervising, and reviewing the work of staff involved in a major functional area or project/program of the Engineering Division.

Examples of Duties

  • Manages small to large engineering projects from planning and design to construction and close-out; leads project teams; develops work plans consisting of objectives, scope of work, budget, schedules, and baseline requirements; secures adequate funding from Federal and State grant programs and other funding sources; manages project budget; coordinates with permitting and public utility agencies; coordinates construction schedules with other projects and agencies; and inspects construction of projects.
  • Serves as a technical resource and oversees assigned programs such as, but not limited to, the National Pollutant Discharge Elimination System (NPDES) storm water permit; proposes related projects and studies, assesses program effectiveness, and analyzes a variety of unusual conditions, problems, or questions; oversees quality assurance, quality control, and regulatory compliance activities.
  • Oversees the issuance of encroachment permits.
  • Conducts complex engineering studies, investigations, and analyses; prepares engineering calculations; researches, collects, and analyzes engineering data, statistics, and surveys.
  • Prepares engineering specifications, drawings, maps, sketches, and other supporting documentation for proposed engineering projects; reviews drawings, plans, and other work submitted by external consultants, engineers, contractors, and developers for conformance with professional codes, standards, and City specifications; prepares technical and administrative correspondence and reports.
  • Coordinates regulatory, environmental, and/or construction permit activities and processes within the City and with outside agencies.
  • Oversees construction and inspection of maintenance improvement and repair projects, including reviewing and inspecting work to ensure conformance with plans and specifications and coordinating schedules, and providing public notices of projects.
  • Administers construction and engineering contracts; approves invoices and tracks and maintains all project accounting; oversees the work of contractors and consultants including coordinating work with other City departments, residents, and external agencies and ensuring compliance with plans, budget, timeline, contracts, and City standards.
  • Investigates field problems affecting property owners, contractors, and maintenance operations; responds to citizen inquiries and complaints; provides information to the public in person, via telephone, or other means of communication.
  • Reviews building permit plans for compliance with City requirements including storm water and sanitary sewer requirements, as well as easements and right of way.
  • Evaluates projects for compliance with the State Map Act by coordinating with the contract professional land surveyor.
  • Participates in development of the annual CIP budget and identification and planning of new projects.
  • Represents the City with groups, organizations, committees, professional groups, other public agencies, and the public; participates in special projects as assigned.
  • Prepares staff reports and makes recommendations; may make presentations to the City Council and various committees.
  • Attends and participates in professional group meetings; stays abreast of and interpret new trends, laws, regulations, and innovations in the related field of engineering and their impact on the City; develops and recommends compliance strategies.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Performs other duties as assigned.

Typical Qualifications




Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:
 
Equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering or a related engineering field and three (3) years of professional engineering design, plan review, and project administration experience, preferably in a public agency setting, or two (2) years of experience equivalent to Assistant Engineer at the City of Seaside.

Licenses and Certifications: 
  • Possess and maintain a Registered Professional Civil Engineer License in the State of California
  • Possession of, or ability to obtain, a valid California Driver's License by time of appointment

Physical Demands

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, to inspect City development sites, including traversing uneven terrain, climbing ladders, stairs, and other temporary or construction access points, to operate a motor vehicle, and to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone.  This is primarily a sedentary office classification although standing and walking between work areas and to conduct inspection may be required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Environmental Elements
 
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.  Employees may work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical and/or electrical hazards, and hazardous physical substances and fumes.  Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Special Pay:

1.  Longevity Pay Program:  A 2.5% salary increase will be provided after 10 years of service with the City of Seaside.

2.  Spanish Bilingual Pay Program:  Upon successfully passing a foreign language test, designated employees can earn up a 2.5% salary adjustment for using Spanish in the course of their work.

2.  New PERS Members:

Paid Time Off:

1.  Vacation Time:  Employees earn between 10 and 22 days of vacation annually depending on years of service.

2.  Sick Leave:  Employees accrue 8 hours of sick leave per month.

3.  Holidays:  The City recognizes 12 paid holidays annually.  In addition, City Hall is closed the week of Christmas (this time is unpaid unless employee chooses to use vacation leave).
