Definition

The purpose of this position is to plan, coordinate, and supervise the activities and operations of staff involved in the installation, construction, maintenance and regulatory compliance of the City's water production, distribution and quality systems, as well as warehouse operations within the Public Works Department.  Coordinate assigned activities with other divisions, outside agencies and the general public; provide highly responsible and complex staff assistance to the operations manager.
 
Position Status:  This is a full-time, regular, non-union, exempt position. 
 
Work Schedule: The schedule for this position is M-F, 7am – 4pm.

Functions

  • Direct, manage, and supervise staff within the warehouse, water distribution, water production, and water quality sections of the Operations Division of Public Works.  Select, train, motivate and evaluate staff; coordinate staff training.  Conduct performance evaluations, work with employees to correct deficiencies, and implement hiring, discipline, and termination procedures.  Recommend, within departmental policy, appropriate service and staffing levels. Ensure the safe operation and utilization of equipment/materials.  Drive a City vehicle in a safe and appropriate manner between worksites.
  • Develop, recommend and implement goals, objectives, policies, and priorities; research current practices, analyze data, and present recommendations to increase production and reduce costs; organize staff, work programs, equipment and funding to achieve the goals of the organization and implement the work groups' business plans.
  • Prepare and manage budgets; forecast additional funds needed for staffing, equipment, materials, facilities, and supplies; monitor and approve expenditures, and implement adjustments as necessary.
  • Maintain accurate and comprehensive records; prepare required reports and coordinate work with Washington State Department of Health to ensure regulatory compliance with all applicable federal, state, and local water quality requirements.
  • Provide highly responsible and complex administrative support to the operations manager and finance and asset management manager. Prepare and present staff reports to City council, and prepare other necessary correspondence.                                                                                                                
  • Develop, recommend, and implement activities in support of the program for future water supply planning, sustainability, and water quality. Collect data; generate reports. Develop and implement preventative maintenance programs.
  • Coordinate and plan water utility capital improvement work with the City's water engineering group.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

Education and Experience

  • Equivalent to a Bachelor's Degree in civil engineering, public or business administration, construction technology, or a related field.
  • Five (5) years  of increasingly responsible experience in the operation and maintenance of water production and distribution systems including regulatory compliance and at least two (2) years of supervisory/management experience. Relevant experience in a public sector, unionized environment is desired.
Equivalent combinations of education and experience may be considered.
Computer Skills
  • Intermediate skills in electronic database and record-keeping systems
  • Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint.
Required Licenses and/or Certifications
  • Possession of an appropriate, valid driver's license.
  • Possession of a Water Distribution Manager 4 certification or equivalent from another state
  • Possession of, or ability to obtain, a Water Treatment Plant Operator 2 certification is preferred.
