Job Summary

The purpose of this position is to provide supervision for the designing, development, and coordination of infrastructure and right-of-way projects, inspect construction sites, and prepare plans for construction projects for the City.  This is accomplished by assisting with the reviewing process of construction plans prior to construction; inspecting construction sites to ensure they are constructed according to approved plans; and providing assistance with general field work (i.e. drafting for various projects, assisting with surveying, etc.).  Other duties include assisting with capital improvement contract administration; and assisting with the administration for the City's NPDES program, Phase II, and Tar-Pamlico River Basin Rule.

Examples of Duties

  • Ensures construction sites are remaining within limitations of approved construction plan by conducting on-site inspections.
  • Inspects to ensure compliance with City standards and plan specifications.
  • Consults with contractors, developers, owners, and other City departments.
  • Conducts field surveys of City and private development construction sites to ensure compliance with local, state, and other regulatory requirements.
  • Assists with review of construction plans prior to operation by reviewing all specifications of plans to ensure compliance with local, state, and other regulatory requirements.
  • Ensures that future structures do not interfere with existing infrastructure.
  • Ensures that plans fall within City engineering and design specifications and standards.
  • Provides field work assistance by performing boundary location, construction, and topographic surveys.
  • Gathers data from field site.
  • Enters data to propose site design.
  • Performs drafting work as required.
  • Performs all field mapping necessary for drafting.
  • Keeps record of various projects and activities.
  • Prepares designs for various projects.
  • Reviews cost estimates and payment for contractors on necessary projects.
  • Communicates with staff from various City departments and consulting engineers in order to resolve site-specific issues.
  • Attends public hearings or meetings as required.
  • Aids the City by providing education to the public on storm water pollution at schools, clubs, and environmental fairs.
  • Enforces the City's Illicit Discharge Program.
  • Prepares reports for the City's Storm Water Pollution Prevention Plan.
  • Assists citizens with private property drainage matters.

Minimum Qualifications

Education and Experience:

  • Associate's degree or higher in engineering or a related field. Graduation from an ABET accredited Civil Engineering school program preferred; and
  • Three (3) or more years experience in engineering or a related field.

Valid Driver's License (Class C).
