THE AGENCY
The County of Orange, Health Care Agency  (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five service areas – Administrative and Financial, Behavioral Health, Correctional Health, Medical Services, and Public Health - is committed to meeting the health needs of the diverse Orange County community.

BEHAVIORAL HEALTH SERVICES
Behavioral Health Services consists of four divisions which provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care. The divisions include: Adult Mental Health Services, Children and Youth Mental Health Services, Alcohol and Drug Abuse

 THE OPPORTUNITY
Appointed by and serving at the discretion of the County Board of Supervisors, and working directly with the Director of HCA, the Behavioral Health Director will serve as a key member of the HCA Executive Team and provide executive management oversight for Behavioral Health Services.  The position is responsible for all County mental health, alcohol and drug abuse, and related behavioral health services for youth and adults, as well as establishing and maintaining standards for quality medical care and medical oversight of programs and services. 

The position provides leadership to a dedicated and professional workforce of approximately 1,000 empoyees and numerous community-based contractors who are responsible for providing a wide range of services to the Orange County Community. 

Duties include:
 
  •  Formulating and recommending broad behavioral health policy and goals of the Health Care Agency; directing strategic planning efforts to ensure the coordination and integration of programs and services with other Agency-wide functions, community health partners and support groups
  • Working directly with the Board of Supervisor and in consultation with the identified department/s to provide comprehensive plans for the service areas
  • Forecasting and monitoring budget, negotiating and overseeing contract usage up to 300 million, and maintaining awareness of immediate and long term cost implications when making organizational and operational decisions
  • Overseeing program compliance with State and federal regulations, including program funding and patient billing
  • Providing executive direction regarding staffing, budgeting, information technology, and policies and procedures
  • Directing changes to organizational structure or program delivery systems to ensure appropriate, high quality behavioral health services

THE IDEAL CANDIDATE
The ideal candidate will have demonstrated progressive experience managing large complex programs within the behavioral health field, such as the Mental Health Services Act, Prop 36, and AB 109. Additional desired experience includes collaborating with stakeholders to develop programs to support recovery, knowledge and/or experience working on statewide issues with California Mental Health Directors Association (CMHDA) or County Alcohol and Drug Program Administrators Association of California (CAADPAC), and a commitment to cultural competence and excellence in co-occurring disorders.

Experience working with other county departments and the courts in the delivery of client services and having comparable experience overseeing contracts of a significant magnitude is highly desirable.

 Awareness of and/or experience with homeless programs would be beneficial.

MINIMUM QUALIFICATIONS
