Position Summary

This unit exists to provide a safe, clean, aesthetic, and sustainable environment that will enhance and support the mission and academic goals of the University.  The Facilities Management Department employs approximately 65 people who respond to the building maintenance, grounds maintenance, and custodian needs of over 1,700,000 square feet of maintainable building area and 279 acres of campus space.  The Facilities Management Department is responsible for providing short-term and long-term physical development of the campus through the Planning and Construction Department.  The Facilities Management Department also manages the Environmental, Health, and Safety Department (EH&S), which is responsible for designing, implementing, and maintaining EH&S programs to ensure safe and healthy environments on campus.

This position will manage all construction and facility maintenance projects on the Colorado State University - Pueblo campus.  This person will coordinate between architects and engineers, contractors, and university staff.  The Director of Planning and Construction will be responsible for the completion of the necessary Building Program Plans to be submitted for the upcoming Capital Construction projects.  This person will create short and long term schedules for preventative maintenance repair of buildings, grounds, and utilities as well as long term planning for the campus.  This individual will need to generate schedules, cost estimates, monitor quality control, and ensure safety for each project.

Position Duties and Responsibilities

Primary Duties

  • Manage all projects on the campus.  This includes creating project scope, cost estimate, scheduling, and quality control.  This includes the writing of Program Plans to be submitted to State Buildings for approval.  These plans are very technical and require significant detail based on university needs, capital construction funding and long term planning.  This position may serve as a delegate for State Buildings and is responsible for ensuring that all projects meet the necessary requirements and specifications as defined by the State of Colorado and relevant state, federal and local building codes.  This position will ensure that projects are kept on schedule and meet the quality standards as necessary.  This individual is responsible for ensuring that projects are within budget and on schedule with proper coordination scheduling the multiple projects on campus.  This position will be responsible for identifying additional projects needed to maintain the campus and to meet the growing requirements of the campus.  This individual will work closely with architects, engineers and contractors to ensure that proper coordination is happening through all phases of construction.  This position will prepare short and long term schedules for preventative maintenance for building, grounds and utilities.
  • Meeting with campus constituents to determine the project needs of the campus.  This includes assisting with defining the scope of a project, the desired outcome of a project, the cost estimates, timeliness for completion, and impact of the projects on regular operations to include relocation as necessary.  Provides insight to alternative solutions to meet the campus needs and offer ideas that will result in better long-term outcomes.  Will work to gain cost benefits by coordinating multiple projects that are similar.  Responsible for ensuring projects meet the quality expectation of campus constituents.
  • Develop campus standards to be incorporated in all projects on campus.  These will be related to all aspects of the project.
  • Create and maintain a library of as-built drawings for the buildings on campus.  Will also be responsible for maintaining the library of all project documents and architectural drawings related to construction projects.  Must maintain an appropriate library of project plans, approvals, changes and inspections.
  • Provide necessary written reports relating to Campus Planning and Construction.
Ancillary Duties
  • Communicate with the off-campus community and create a strong relationship with the State Code Officials.

Qualifications

Minimum Qualifications

  • Bachelor's degree from an accredited four year college or university in Architecture, Engineering, or related field or four years experience in Construction Management and Project Planning that provided the same amount of knowledge acquired in the required education
  • Experience supervising others in a construction environment
  • Experience managing large construction projects
  • Experience writing technical documents or program plans
Preferred Qualifications
  • Master's degree from an accredited four year college or university in Architecture, Engineering, or related field
  • Experience with Building Program Plans
  • Experience managing large construction projects
  • Experience working in higher education
  • Experience with the State of Colorado State Buildings Department
  • Knowledge of electrical and HVAC systems
  • Experience effectively using computer programs such as Word, Excel and Auto-Cad
  • Demonstrated written and oral communication skills
  • Demonstrated experience in a position that required writing technical documents
  • Experience working in a position that required the ability to coordinate multiple construction or maintenance projects at the same time
  • Experience working with individuals to identify project needs and develop project scope
  • Experience working with large budgets and cost estimates
  • Experience with short and long term planning in relation to preventative maintenance
