Job Summary

NATURE OF WORK

Under general supervision; the Fleet Manager plans, organizes, implements, directs, and leads the activities of the Fleet Services Division of the Department of Public Works including vehicle & heavy equipment repair, maintenance, fueling, record-keeping, and vehicle procurement/disposal; collaborates and coordinates with other County departments and divisions and other governmental agencies.

Example of Work

(Illustrative Only) Oversees the diagnosis, maintenance, repair, and record-keeping of all County vehicles as well as Department equipment and heavy equipment; oversees the ordering of parts, supplies, materials, and fuels to ensure timely service and repairs. Develops and administers the division budget; monitors and approves expenditures; prepares statistical, financial, and summary reports; researches and develops fleet specifications; meets with vendors to evaluate products and services; oversees the purchase of vehicles and equipment in conformance with County procurement policies; reviews/analyzes outsourced maintenance/repairs and warranty repairs; communicates with County personnel and others as necessary to resolve issues, concerns, or questions related to division work and activities; implements current and long-term fleet planning activities such as the annual Vehicle Replacement Program; prioritizes work to ensure timely completion of work efforts & projects; evaluates operations and services; develops, recommends and implements long-term and short-term improvements; develops and administers policies & procedures to assure effective and safe function of division activities; prepares and maintains a variety of records including maintenance schedules, work schedules, contracts, and purchase orders; coordinates disposal of retired and obsolete vehicles and equipment; serves as liaison for the division with other agencies and departments; monitors and analyzes levels of service to ensure efficiency & effectiveness; creates action plans for improvement as needed; monitors service requests and the quality of customer service provided to external and internal customers. Identifies and integrates new technologies into division and Department operations; ensures safety of personnel through effective use of training, performance management, and on-going communication; assigns, supervises, and evaluates the work of direct reports; determines employment actions including recruiting, interviewing, hiring, training and development, evaluation, and discipline; prepares timely performance evaluations that clearly define expectations; holds staff accountable to meet or exceed expectations; develops goals and objectives for subordinates consistent with organizational goals and objectives; prepares and conducts coaching plans on a regular basis for all direct reports; encourages creative thinking, participatory decision-making, and teamwork among subordinates; mentors staff; identifies training opportunities to maximize performance; coordinates all fleet data processing equipment and software; provides technical assistance, as necessary; participates in outside community and professional groups and committees; maintains working relationships with employees, other departments and the public; regular and reliable attendance is required; performs other duties as assigned.

Experience and Education

Bachelor's degree in Business Administration or related field and five (5) years of increasingly responsible supervisory experience in vehicle and equipment maintenance; OR an combination of education, training, and experience which demonstrates the ability to perform the duties of the position; must possess, OR have the ability to obtain within two (2) year, certification as a, APWA Certified Public Fleet Professional, or NAFA Certified Automotive Fleet Manager/Certified Automotive Fleet Specialist; must possess and maintain a valid Arizona Driver License; requires successful completion of a background check.

This position is advertised from the minimum to the mid-point hourly rate. Salary will be determined based on education and experience at the time of offer.

Knowledge, Skills and Abilities

Knowledge of: County policies and procedures; Fleet Management principles and methods, including preventive maintenance, purchasing, inventory management, lifecycle costing and total cost of ownership; principles, methods, and practices in equipment maintenance, repairs, adjustments, rebuilds, and fabrications; procurement policies, processes, and collective purchasing organizations; environmental laws and regulations including emissions and hazardous waste disposal; occupational hazards and standard safety precautions associated with the industry; computerized fleet management software; applicable laws and regulatory codes; principles and practices of leadership, supervision, training, and preparing performance evaluation(s) of subordinates; budget control; fleet management software and MS Office applications.

Skill in: Developing and implementing successful division plans and budgets; organizing and efficiently operating a comprehensive fleet operation; planning, organizing, scheduling and coordinating the work of the division; diagnosing operational problems and taking effective courses of action; developing and implementing policies, programs, and procedures; collecting and analyzing data; communicating effectively, both orally and in writing; providing effective leadership; using fleet data processing equipment and software.

Ability to: Read, interpret, and analyze technical documents, codes, regulations, and vehicle specifications; prepare and present technical information and respond to questions; strong oral and written skills for effective communication at all levels; define problems, collect data, establish facts and draw valid conclusions using a variety of variables; resolve conflicts and negotiate solutions; prioritize, schedule, organize, supervise, and evaluate work assignments to assure timely and cost-effective completion; accurately perform mathematical functions to analyze data and solve problems; represent the County at various governmental and professional meetings; establish and maintain effective working relationships with other employees, vendors, contractors and the general public; direct, coach, mentor, and train subordinates; develop and implement changes to procedures and programs; use independent judgment and discretion in determining procedures to be implemented; maintain accurate records; stand and bend; (30%) walk and stoop. (20%)

Work Environment
The usual and customary methods of performing the job's functions require the following physical demands: lifting, carrying, pushing, and/or pulling; stooping, kneeling, crouching, and/or crawling. Generally the job requires 30% bending, 20% walking, 20% stooping and 30% standing. The job is performed under varying extreme weather conditions and exposed to exhaust and chemical fumes, oil and hazardous materials.

Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA is available to employees who are enrolled in YCEBT Medical PPO Plan. The SSA Plan pays 100% of hospital, medical, laboratory and prescription drug benefits, to a maximum of $3,500 per person per calendar year ($7,000 for two or more family members).
