A baccalaureate degree in mathematics or related degree. 

Proficient in the use of Word, Excel, Access, and Power Point 

Five years of actuarial experience with five years of supervisory experience.

Associate Member of the Society of Actuaries and a Member of the American Academy of Actuaries.

Superior communication skills.

Profile of Position and Skills

The Actuarial Manager position is responsible for overseeing all operations of the Actuarial Services Section, including pension and post-employment benefit (OPEB) issues related to health insurance plans. The position requires responsible managerial and professional work in all areas of actuarial services.  The Actuarial Manager is required to perform a wide variety of highly complex activities that require extensive actuarial experience.  The position requires a high level of intuition, logic, analytical ability, technical knowledge, communication skills, supervisory ability, organizational skills, leadership, and administrative skills.  The Actuarial Manager oversees (for multiple projects and teams) the application of various levels of analysis, research, and evaluation of the various pension and insurance projects. 

Supervision Received

General supervision from the Assistant Legislative Auditor for State Audit Services. 

Supervision Exercised

An Actuarial Manager has direct supervisory responsibilities over an Actuarial Services Coordinator and the relationship between the Louisiana Legislative Auditor (LAA) and the contractor engaged by the LLA to provide outsourcing and consulting assistance.

Job Distinctions

Differs from other Actuary positions by the strategic nature of the position. The Actuarial Manager will engage in communications with legislators, with legislative staff, with the boards of trustees and executive staff of each of the thirteen Louisiana retirement systems, with the actuaries retained by the retirement systems and with other stakeholders and leaders of government

Required Skills

The Actuarial Manager must understand the law, plan provisions and actuarial methods used for the four state retirement systems, nine statewide systems and, as needed, additional local retirement systems.

An Actuarial Manager needs the following skills to perform the functions of the job:

Ability to recognize complex actuarial issues and identify the tools and methods that can be used to quantify and effectively illustrate alternative solutions.

A comprehensive knowledge of the benefit structures associated with the Louisiana state and statewide retirement systems and post-retirement benefits other than pensions provided through the Louisiana Office of Group Benefits.

A comprehensive understanding of Louisiana Law pertaining to the retirement systems, funding of the retirement systems, and the Louisiana Audit Law.

A comprehensive knowledge of actuarial standards of practice and technical methods for addressing actuarial issues including the selection and use of funding methods, selection and use of actuarial assumptions, and Louisiana laws regarding funding.

A working knowledge of Word, Excel, Access, Power Point. 

An ability to effectively communicate with internal staff and management as well as staff associated with the LLA's consulting actuary.

An ability to effectively communicate complex actuarial concepts and methods in an understandable manner to non-actuarial professionals, e.g., to auditors, legislators, attorneys, retirement board members and staff,

A working knowledge of GASBS 67 and 68 (and related Implementation Guides) for cost-sharing and single employer plans.
