Job Description

Purpose of Position:
Why does the job exist?
This position is responsible for managing the Agency's Finance and Grants Management Bureaus, which includes:

  • Accounts payable/receivable
  • Fixed assets
  • Contract and procurement programs
  • and auditing functions for the Department of Public Safety (DPS) regarding state/federal reporting, compliance monitoring and state/federal grant regulations.
The incumbent ensures legal and regulatory compliance while working with the Executive Management  team to assist in ensuring the $129 million dollar budget is utilized lawfully and as efficiently as possible. This position will establish policies, procedures, and internal controls for accounting, general ledger and grant reporting. The incumbent will lead the coordination of required annual audits by facilitating the process between external auditor and internal staff. In addition, this position oversees the work of management staff within each Bureau through the direction of performance evaluation expectations. 
 
How does it get done?
Position will provide overall management of the Finance Bureau's mission and staff, which includes: the Grants Management Bureau, AP/AR, Procurement and Contracts and Accounting and Auditing. Position will be the Agency lead in response to the annual audits.

The Ideal Candidate
Will have experience in:
  • Leading the response team for external financial audits of accounting
  • Managing multi-revenue source budget to include a large volume of federal grants
  • Applying U.S. Government Accountability Office (GAO) generally accepted Government Auditing Standards (Yellow Book Standards) in an audit
  • Applying U.S. Office of Management and Budget Circular A-133 standards in a Single Audit
  • Possess a certificate to serve as the Chief Financial Officer (CFO) per Section 2.20.5.8NMAC.
Interviews are anticipated to be conducted within two weeks of closing date.
 
This position is a Pay Band 90.

Minimum Qualifications

A Master's Degree in any field of study from an accredited college or university and eight (8) years of professional level experience with a strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment.  Any combination of education from an accredited college or university and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.  A hiring agency will designate a portion of the required experience to include management and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.

Employment Requirements: 
Must possess and maintain a valid Driver's License. Pre-employment background investigation is required and conditional pending results. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.

Working Conditions: 
Work is performed in an office setting within a law enforcement environment, with significant sitting, exposure to confidential information, extensive computer usage, high volume data flow, occasional overtime and travel. Ability to lift up to 30 lbs.
