Position Summary
As part of the Construction Management Unit, the Project Manager will manage construction projects where independent creative thinking and teamwork are critical to meeting the challenges in building quality projects.

Essential Job Duties

The essential functions are intended to describe the general nature and scope of work performed by this position, but are not limited to these since other related duties may be assigned.
 
  • Manage a variety of projects including public housing modernization, rehabilitation  or new construction of public facilities, commercial facade renovations, and residential sound insulation improvements;
  • Orchestrate, guide and control the predevelopment and construction process from start through project closeout;
  • Ensure that projects are completed on time, stay within budget, and meet quality expectations;
  • Create and track budgets;
  • Conduct planning and entitlement research;
  • Oversee construction professionals and manage their contracts;
  • Review construction documents;
  • Effectively communicate at a variety of levels and interact with public and private  agencies;
  • Process payments, negotiate change orders, and record detailed project information in electronic and hard formats;
  • Address claims and resolve stop notices;
  • Proactively identify priorities and act swiftly;
  • Provide concise verbal and written reporting to various management levels;
  • Work independently and within a team;
  • Maintain professionalism and regular attendance at all times;
  • Develop work assignments for lower level staff;
  • Make sound decisions and resolve conflicts related to all aspects of project management; and
  • Perform other related duties as assigned or as necessary to move project forward.
 

Qualifications

  • Bachelor's degree from an accredited college or university in architecture, engineering, planning, construction, business administration or a related field; and
  • Three (3) years of construction project management experience with increasing responsibility in a public agency or private organization.
Desirable Selection Qualifications
  • Broad technical and construction expertise;
  • Ability to perform limited design and construction document production;
  • Familiarity with design-bid-build and job order contracting processes;
  • Experience with the public low bid environment and construction procurement;
  • Knowledge of federal, state, and county construction procurement and labor requirements;
  • Proficiency in Microsoft Word, Excel, and MS Project;
  • Knowledge and experience in CAD and 3D modeling; and
  • Excellent verbal and written communication skills.

In addition to the above, the Commission's Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through "Salary Redirection" arrangements.

As part of this plan the Commission will contribute $900.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.

Changes to CalPERS:

The Community Development Commission is a participant of the California Public Employees Retirement System. Effective January 1, 2013, an employee who is hired by the Commission and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity or has a break in service greater than 6 months (aka "New Member"), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 6.25% member contribution.

An employee who is hired by the Commission from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka "Classic Member") shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It's important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a "Classic Member."

*Traffic Court Specialist (TCS) employees receive one additional holidays.
