Description

The City of El Segundo is seeking an experienced and pro-active HR professional with strong generalist skills. Areas of responsibility for this position include staffing and recruitment, benefit administration, leave management, American with Disabilities Act (ADA) interactive process, workers compensation, employee relations, investigations, compliance, and overseeing and developing other HR staff. Prior experience in public sector, merit system, and online recruiting systems are highly desirable. Key attributes for this position include strong interpersonal, organizational, and critical thinking skills, ability to productively manage or direct others, and effective collaboration with other departments and stakeholders.  

Minimum Qualifications: 
Bachelor's degree in Human Resource Management, Industrial Relations, Public Administration, Business Administration or a directly related field; and five (5) years of professional level human resource management and development experience including two (2) years of supervisory experience; or an equivalent combination of education and experience.

Benefits: 
The current vacancy for Human Resources Manager is a permanent full-time position in the Human Resources Department. In addition to the stated salary, the City provides a generous benefits package, including a 9/80 work schedule with every other Friday off; CalPERS retirement 2% @ 60 formula  or 2% @ 62 for "new" CalPERS members; $585/month for medical insurance; fully paid dental/optical; $50,000 life insurance policy; optional participation in a Section 125 Flex plan; and generous paid leave banks, including 56 hours of Executive Leave per year and vacation accrual based on total time worked in a PERS or comparable agency (after reaching top step of the salary range).

Testing Process
The testing process will consist of a structured, technical oral interview (weighted 100% for eligible list placement). Candidates who pass the selection process are placed on an eligibility list in ranked order. Eligibility lists are normally valid for one year. The list may be extended to fill subsequent vacancies.

Successful completion of a one-year probationary period is required to obtain permanent status in this position.

Under general direction, plans, manages and performs advanced-level professional human resources and risk management program/service delivery for the City.

Characteristic Duties and Responsibilities:

Develops and administers administrative policies and procedures for human resources management and risk management; ensures appropriate data and files are maintained for employee and payroll records; prepares or oversees preparation of contracts, statistical reports and other documentation related to human resources and risk management; develops and implements effective recruitment and retention programs; facilitates organizational communication between and among departments, programs and functions regarding human resource matters.

Manages the recruitment and selection program for the City; conducts classification and compensation studies of existing and proposed positions and classes; provides for and/or conducts staff development; reviews, submits and manages unemployment insurance claims and manages the City's safety and workers compensation program.

Confers with and advises department staff and City employees by providing advice, problem solving assistance, answers to questions and interpretation of Personnel Rules and Regulations, Memoranda of Understanding (MOU) and other related provisions.

Confers with and advises staff in the resolution of personnel-related problems and responds to program administration and/or delivery questions, ensuring necessary follow-up occurs; provides assistance and direction to management regarding employee discipline and grievance processes; serves as liaison with the community, professional groups and other external contacts and resources for the City.

Provides technical assistance and support to the Chief Negotiator and members of the management team during MOU negotiations; develops costing criteria and data and prepares material for negotiation meetings and executive sessions.

Assists in the preparation and administration of the department budget; conducts a variety of special studies and projects regarding sensitive personnel management issues and problems, analyzes data and develops/recommends resolutions; writes reports; assigns, schedules and reviews work of other department staff.

Assists City managers and supervisors in the application of all aspects of supervision including recruitment and selection and performance evaluation; assists with corrective and/or disciplinary actions, grievances and complaints according to City policy, procedures and best practices in human resource management.

Recruits, hires, schedules, assigns, monitors and evaluates staff; provides for and/or conducts staff development; establishes work methods and standards; initiates corrective and/or disciplinary action and responds to grievances and complaints according to established personnel policies and procedures and relevant MOU's.

PERS Retirement:
Miscellaneous employees – Tier I-2% @ 55Tier II–2%@60 for individuals employed by the City on or after 12/30/12 who are already PERS members. Tier I and II members pay 5% of PERS member share. Single highest year coordinated with Social Security and Medicare.  PERS 2%@62 for new employees/members hired on or after 1/1/13. Three year average coordinated with Social Security and Medicare. Members pay 50% of normal cost (6.25%).
 
Safety employees (Battalion Chiefs) - 3% @ 55 for current employees and individuals hired by the City who are already PERS members. Single highest year. Employees pay a total of 9% towards retirement. 2.7%@57 for new employees/members hired on or after 1/1/13. Three year average final compensation. Members pay 50% of normal cost (12%).
 
Medical – The City provides health plans through CalPERS. Effective June 1, 2016, the City's monthly medical contribution is $585. Employees may opt out of medical insurance and receive $250/month in taxable cash. Effective 10/1/16, employees receive an additional $345.30/month in "flex dollars" which can be used for payment of medical premiums, 457 deferred compensation plan, or towards the Section 125 flexible benefit program. Out-of-pocket medical premiums are paid through a pre-tax payroll deduction. Employees are responsible for paying any balance of the medical plan premium through a pre-tax payroll deduction.

Retiree Medical:  City offers paid retiree medical insurance at same rate as active employees.
Deferred Compensation: Voluntary participation in 457 plan.
 
Optical/Dental: Fully paid for employee and eligible dependents.
 
Flex Plan: Section 125 Plan, allows for payment of employee-paid insurance, medical treatment, and dependent care expenses with pre-tax dollars.
 
Employee Assistance Program: Employee Assistance Program: Employees are eligible for the basic level of service and are able to purchase the Outpatient Tier at their own cost (2016 rate is $9.52).
 
Life Insurance: $50,000 term life policy provided by City; employee can purchase additional self and dependent coverage at group rates.
 
Long-Term Disability: In addition to basic LTD plan (66 ? % of first $9,750 after 60-day waiting period), City provides Executive LTD which pays 75% of first $12,000 of employee's salary less the amount of any other income, up to a total of $2,500. Applies to non job-related occurrences. 90 day waiting period.
 
Holidays: 11 fixed paid holidays plus one day of personal leave/floating holiday per year. Battalion Chiefs paid 156 hours.
 
Vacation Leave: 96 hours (1-5 years); 120 hours (6 – 10 years); 144 hours (11 – 14 years): 200 hours after 14 years. Leave can be used after 6 months of service. Annual cash conversion option. Upon reaching "E" step, employees accrue vacation based on total years of public sector service.
 
Sick Leave: 8 hours per month. 100% payment upon separation with 5 years of service.
 
Executive Leave: 7 days (56 hours) for Management/Confidential employees.
 
Exceptional Leave: City Manager may provide up to eight (8)days in recognition of extraordinary service. May be taken as time off or cashed in.
 
Bereavement Leave: Three (3) working days (or 40 hours where travel is 500 miles or more) for qualifying incident.
 
Tuition Reimbursement: Up to $2,000/year for work-related college courses.
 
Cell Phone Stipend: $80/mo for Managers who opt to use their own personal device.
 
Educational Incentive Pay: Battalion Chief $1170.19/mo for Bachelor's, $1755.28 for Master's.
 
Certification Pay: $585.09 Chief Officer Cert Pay for Battalion Chiefs.
 
Other: Uniform Allowance ($40/mo) for Battalion Chiefs; Voluntary participation in Credit Union; Payroll Direct Deposit; Long-Term Care (premiums paid by employee); Up to $4,000 interest free computer loan.
