Duties Summary

In accordance with Generally Accepted Government Auditing Standards (GAGAS), plan and conduct performance audits of County government and make value-added and meaningful recommendations on departmental organizations, operations, procedures, and practices.

Position is exempt from civil service and selected person for the position will be appointed by the Legislative Auditor.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited.  Starting salary will be based on the qualifications of the person selected.)

Examples of Duties

  • Adheres to independence and objectivity, ethical and professional standards established by GAGAS.
  • Complies with GAGAS continuing professional education (CPE) requirements which typically includes minimal out-of-state travel.
  • Plan, prioritize, and organize work to handle multiple projects and meet deadlines.
  • May supervise others assigned.
  • Work with minimal supervision.
  • Use personal computers, local area network, and standard office application programs.
  • Attend and present at council meetings, committee meetings, conferences, and hearings as required to provide background information on audit-related issues.
  • Communicate clearly and concisely, both orally and in writing with all county personnel and the public in a professional manner including conducting interviews and meetings with county personnel to collect useful, relevant, and reliable information.
  • Maintain effective working relationships with colleagues, the administration, the public and the County Council.
  • Independently lead and conduct complex financial, compliance and operational audits to identify opportunities for improved efficiency, adequate internal controls, compliance with various federal, state, and county policies, procedures, and laws.
  • Apply techniques and methodologies to gather and analyze operational, statistical, and financial data and compare against established criteria.
  • Work with and control, sensitive and confidential information.
  • Perform peer working paper review to ensure quality and consistency.
  • Present facts clearly and objectively both orally and in writing.
  • Summarize findings and recommendations in clear, concise, complete and accurate written reports with sound recommendations.

Minimum Qualification Requirements

Education and Experience:

  • graduation from an accredited college or university with a baccalaureate degree in business or public administration, accounting, finance, economics, or a related field, and
  • two (2) years of auditing experience, or
  • five (5) years of experience in governmental fund accounting and/or government operations, and
  • resume and cover letter explaining why you are interested in this position, and
  • possession of a valid State of Hawaii driver's license (Class 3) or any other valid comparable driver's license by the closing deadline. You will be required to submit your driver's license at time of the job interview.
