General Information

Under the direct supervision of the Sergeant and/or Lieutenant, the Patrol Officer is responsible for providing law enforcement services to the citizens of Brookings in a timely, efficient and professional manner.  Often working alone, the patrol officer must exercise independent judgment and discretion acting decisively during times of crisis and emergency.  Must work a rotation of various shifts as assigned, to include midnight, day, evening, holiday and weekend hours with availability for call-out on a twenty-four-hour basis. Must have ability and stamina to perform duties under adverse conditions and regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 100 pounds.  Vision must be correctable to at least 20/40 in each eye.

Brief Description of Duties

Ability to rapidly acquire and demonstrate basic working knowledge of modern approved principles, practices, and procedures of police work within appropriate period of time; effectively and efficiently execute verbal and written instructions, comply willingly with such rules, regulations, procedures and policies; effectively and efficiently perform duties and deal with individuals under stressful conditions, including those involving physical violence; develop and demonstrate skill in the use of firearms, emergency vehicle operation, first aid, and other police related activities; maintain acceptable level of physical fitness and stamina to physically apprehend and restrain criminals/suspects while resisting arrest; safely operate police vehicles in accordance with traffic laws and police policies; operate computers in the processing of reports, records and documents; and ability to maintain confidentiality.

Minimum/Preferred Qualifications

Eligible for certification under SD Law Enforcement Officers Standards and Training Commission; Must be 21 years of age at the time of the written exam; United States Citizen; High School graduate or GED; Have good moral character with no prior felony, serious misdemeanor or domestic violence related convictions; ability to obtain/maintain a valid driver's license with acceptable driving record. Preference may be given to applicants with following: associate's degree or completion of two (2) years of college coursework from an accredited college, university, or technical school in a criminal justice or related field; current certification from accredited law enforcement academy; prior active full-time military police experience with an honorable discharge; one or more years of prior law enforcement/corrections experience at a dept. of similar size; and/or 3 or more years of prior experience as a member of the City of Brookings Police Dept. Reserve Force. Applicants will be subject to written test, physical agility testing, full criminal background check, drug screening requirements, and post-offer physical examination. Applicants must display proper character and personality traits for law enforcement work as determined by psychological testing, references, and background checks.

The City of Brookings believes our employees are truly our most valuable asset and are essential to our continued success. This is why we proudly offer a comprehensive and valuable benefits package designed to fit the need of our employees and their families.  Those meeting eligibility requirements can choose to participate in the following benefits:

  •  Vacation:  Vacation hours are accrued as follows: 6.67 hours earned per mo to five years; 10.0 hours per mo after 5 years; 13.33 hrs per mo after 10 years and 16.67 per mo earned after 20 years.  Vacation leave may be used during your 6 month introductory training period.  However, you may not use more vacation hours than in your vacation accrual balance.
  • Holidays:  You will receive 11 paid holidays per calendar year to include a floating holiday with no waiting period for use of holidays.  The floating holiday must be used prior to the payroll cut-off in December.
  • Life Insurance:  The city pays your premium for 1X your annual salary of term life insurance and 1X your annual salary for AD&D insurance.  There is the option to purchase additional term life insurance in $10,000 increments up to $250,000 at your own cost based on age.  Dependent life is available ($5,000 for spouse and $2,000 for each child) for $1.26 per month cost to employee.  New employees must apply for life insurance within the first 30 days of hire.
  • South Dakota Retirement System includes Retirement and Long Term Disability benefits:  SDRS is a state retirement system benefit that is a mandatory requirement for non-temporary city employees working 20 or more hours per week. You are required to participate by putting in 8% of salary per month and City of Brookings matches 8%.
  • Longevity Benefit:  Longevity is $5.50 per month per year of service after completing five years of continuous full-time employment with a cap of 30 years.
  • Wellness Benefit:  If you choose to join a locally accredited wellness/fitness center, the City will reimburse regular, full-time employees 50% of the monthly membership fee, up to a maximum of $25.00 per month.  In order to be eligible for reimbursement, you must present proof of attendance of an average of three (3) times per week or twelve (12) times per month during that month which is to be reimbursed. 
  • Health Insurance:  The City currently pays 85% of health premiums for employees and the employee pays 15%.  The health coverage is effective on 31st day of employment. Currently, the employee share of the Single rate is $80.98 per month; Emp/children - $139.00 per month; Emp/Spouse - $173.15 per month and Family - $214.90 per month.  Deductible is $300 per person; $600 family with 70/30 co-pay.  Max out of pocket is $1800 per person/$3600 family.   Prescription drug benefit has a co-pay based on each specific type of drug with no deductible.  New employees must complete enrollment paperwork within 30 days of start date. 
  • Dental Insurance:  Coverage for employee, employee/spouse, employee/child(ren), and family.  The City pays 75% of the single premium towards all levels of Dental insurance.  Currently, the employee dental premium rates are:  Single - $10.82 per mo; Emp/Spouse - $50.68 per mo; Emp/Child(ren) - $53.00 per mo; and Family - $83.36 per month.  New employees become eligible for dental insurance the first of the month following 90 days of employment.
  • Vision/Hearing Insurance:  Employee rate is $2.66 per mo; employee/spouse is $10.96 per mo; emp/children is $14.59 per mo; and family is $20.79 per mo.  The City pays 75% of the single premium toward all levels of the Vision/Hearing insurance.  New employees become eligible for vision insurance the first of the month following 30 days of employment.  This is a voluntary vision plan with a $10 co-pay for exam and no co-pay for lenses or frames of a specific type if you go to an in-network provider.  The hearing plan includes a $70 allowance towards a hearing examination every 24 months for adults; annually for dependent children.  A $500 hearing aid allowance per ear is allowable every 60 months for adults; every 24 months for dependent children.    
  • Sick Leave Accrual:  Sick leave hours accrue at 12 hours per month with no waiting period up to a maximum of 1500 hours.  After 10 years of service and upon termination of employment, any unused accumulated sick leave up to 1500 hours maximum will be paid out at ten percent (10%) of the employee's currently base hourly rate, plus one percent (1%) additional for each year of service beyond 10 years.
  • Employee Assistance Program:  Connections, Inc. EAP provides employees and their eligible dependents with three hours of local professional face-to-face assessment and problem-solution planning per problem/incident annually with a credentialed mental health, family/marriage counselor, or addictions counselor.
  • AFLAC:  Various voluntary benefits to include cancer insurance, intensive care insurance, accident insurance, disability, specified heath, etc. are available through AFLAC representatives.
