The City of Anaheim Planning & Building Department is seeking a well-qualified and team-oriented Part Time Building Inspector II who is motivated, reliable, and experienced to provide the utmost professional customer service experience.  

Candidates must possess two years of journey level building inspection experience in performance of a wide variety of construction work performed in conformance with building, electrical, mechanical, and plumbing codes.  Ideal candidates will have municipal government inspection experience. Registration as an ICC certified Combination Inspector is highly desired.  

Applicants must be available to work between the hours of 6:30AM - 5PM Monday to Friday.

This is a part-time position usually averaging 30 hours per week.  A minimum number of hours is not guaranteed.
 
The Building Inspectors are entrusted to perform inspections in a highly diverse and dynamic city ranging from smaller owner builder projects to highly complex projects including iconic one of a kind projects such as the ARTIC.    Along with many residential, commercial, and industrial locations, Anaheim is the home to exciting world destinations such as Disneyland, Disney California Adventure, Angel Stadium of Anaheim, Honda Center and the Anaheim Convention Center.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
 
Review, prioritize, route and schedule daily inspection assignments; confirm inspection time windows with property owners, contractors, developers and others; review available plans and other documents for inspections to be performed.
 
Conduct building and construction job-site inspections of structures and facilities to determine compliance and enforce structural, mechanical, plumbing, electrical, mechanical and related codes and pertinent provisions of state and county health and environmental ordinances; perform periodic and systematic inspections during various phases of construction, from foundation through final construction approval, for compliance with codes, use of authorized materials and proper construction methods; inspect foundation, cement, framing, plastering, heating and electrical installations; examine grade, quality and treatment of lumber, cement, wiring and composition; check studs, joist, rafter spacing and other structural factors; confer with supervisor or other inspectors regarding unusual situations and/or specialized inspection requirements.
 
Assist in or read blueprints/construction plans, interpret detailed codes and regulations and explain required inspections and construction requirements to owners, architects, engineers, contractors, developers and others; advise property owners and contractors on matters relevant to building permits, construction methods, materials and types of construction and occupancy; issue well written correction notices, notices of violation, stop-work orders and other citations, as warranted, within the limits of established authority.
 
Assist in or conduct special investigations as assigned.
 
Coordinate building inspection activities with other City departments and divisions.
 
Utilize permit tracking system and specialized software/hardware to record inspection findings, maintain inspection and permit records and develop notices, forms, reports and correspondence.
 
Maintain accurate and complete records of building inspections conducted; file completed permits; prepare necessary reports and correspondence.
 
Carry out assigned responsibilities in accordance with Division customer service standards and expectations.
 
Perform related duties and responsibilities as required.

Qualifications

Experience: Journey level (minimum two years) experience in performance of a wide variety of construction work performed in conformance with building, electrical, mechanical, and plumbing codes. Prior municipal building inspection experience is highly desired. 
 
Knowledge of: Methods, techniques and protocols for conducting various types of building and construction inspections; methods and practices used in various building construction craft areas, including plumbing, electrical, mechanical, heating/air conditioning and structural framing, applicable to residential, commercial and industrial buildings and facilities; laws, ordinances and codes regulating building construction; appropriate safety and fire prevention methods in construction; occupational hazards and standard work place safety practices; customer relations practices and etiquette.
 
Ability to: Read and interpret blueprints, plans and specifications for buildings and construction and determine compliance of plans with codes and regulations; inspect construction sites during construction and alteration and interpret, explain and enforce a wide range of Building Code provisions and regulations with courtesy, tact and kindness; examine workmanship and materials, detect deviations from plans, standard construction practices and code requirements and identify defective and unsafe construction; make sound judgments within established codes, procedures and guidelines; communicate clearly and effectively, both orally and in writing; resolve job-related issues with property owners, contractors, developers, architects, engineers and others, while exercising diplomacy and good customer relations practices; establish and maintain effective, customer focused relationships with those encountered in the course of the workday.

License/Certification Requirement:
Candidates must be in possession of two (2) International Code Council (ICC) certifications as  Inspectors.  This can be met with any combination of two different "trade" inspection certificates.

Candidates must be in possession of a valid California Driver's License by date of appointment.

RETIREMENT – Anaheim employees become members of the California Public Employees' Retirement System (CalPERS).
  
Employees hired prior to or after January  1, 2013, who are an existing CALPERS member or a member of an agency with reciprocity with the City of Anaheim, will be enrolled in the 2.7% @ 55 CalPERS retirement benefit formula.  
 
Employees hired after January 1, 2013, who have never been a CALPERS member, or is a member of a retirement system (CalPERS or reciprocal) but has a break in service longer than six (6) months, will be enrolled in the  2% @ 62 CALPERS benefit formula.  
 
Members are eligible for a pension at retirement with five or more years of full – time equivalent service and age 62.
 
Employees hired on or after January 1, 2013, who have never been a CALPERS member, or is a member of a retirement system (CalPERS or reciprocal) but has a break in service longer than six (6) months, will be enrolled in the  2% @ 62 CALPERS benefit formula. 
 
Employees' shall contribute 8% of the employee contribution rate and 4% of the employer contribution, for a total of 12%.

Employees hired after March 31, 1986 pay 1.45% contributions towards the Medicare Plan. The City does not participate in Social Security.
 
DEFERRED COMPENSATION PLAN (457): The City of Anaheim enrolls part–time 20-Hour employees in a Deferred Compensation Plan (457). Employees contribute 7.5% of their earnings (before taxes).
