Pay Grade: Coordinator 8

Under general supervision, this position performs administrative and technical work by coordinating the Historically Underutilized Businesses (HUB) efforts of WTCC.  Work involves planning, developing and overseeing implementation and compliance with HUB reporting, marketing and outreach programs, procedures, and policies to improve the effectiveness and efficiency of WTCC that may result in the increased utilization of HUB vendors in the procurement, services, and construction process. 

Responsibilities and Duties (*Essential Functions)

*Create and maintain a HUB Plan for WTCC that complies with policies and good practice by the State Statutes, Senate Bills and Executive Orders. 

*Coordinates all activities related to the development, implementation and ongoing administration of the HUB program.

*Coordinates an annual contractor fair and other outreach events to generate interest among minority businesses; provides opportunities for Facilities Operations and Purchasing staff to meet with HUB owners that have expressed an interest in doing business with WTCC

*Collaborates, trains, and works closely with WTCC personnel at all levels from Facilities Operations' and Purchasing's Leadership Team through the Project Manager/Buyer level to educate them on HUB requirements and gather feedback to improve the effectiveness and efficiency of WTCC that may result in the increased utilization of HUB vendors; ensures that required paperwork is prepared and advises personnel in the awarding of purchases/contracts to eligible HUB vendors.

*Develops and maintains bidder lists by trade and to ensure easy accessibility for project managers.

Assists HUB organizations by determining subcontracting or purchasing opportunities; identifies Small Business Enterprises (SBE), Minority and Women Owned Business (MWBE), and HUB owners' services for Facilities Design & Construction, sends bid and Request for Proposal notifications to HUB vendors.

Attends community meetings to make contacts and build rapport with SBE, (MWBE and HUB owners.

Attends pre-bid and pre-proposal meetings.

Compiles and sends project announcement to HUB bidders, architects, and engineers.

Conducts HUB forums to advise HUB/MWBE owners of upcoming new construction projects and procurement programs.

Develops instruments that tracks the HUB program efforts and participation on behalf of WTCC (e.g.: # of RFP's, trade shows attended, etc.); ensures website is current

Promotes the largest available pool of HUB services to local markets for participation in bidding and purchasing

Monitors internal procedures to ensure compliance with State, local, and organizational procedures; assists in evaluating internal procedures to ensure compliance with organizational goals and objectives: Ensures compliance of bidders and proposers

Develops and maintains relationships with other HUB governmental and contractor groups.

Reviews bid notices, time-lines and other promotional efforts designed to increase awareness of purchasing/construction projects to generate HUB interest.

Stays abreast of HUB related issues and provides recommendations for resolution as needed.

Serves as liaison between potential prime contractors and HUB potential subcontractors and service providers.

Performs other related duties as assigned.

Completes annual applied benchmark project on an individual or group basis
 

Qualifications

Knowledge, Skills and Abilities

Ability to work with a high degree of accuracy in a fast-paced office environment.

Ability to communicate effectively  both written and verbal

Ability to establish and maintain effective working relationships.

Ability to evaluate internal procedures.

Ability to exercise independent judgment

Ability to maintain accurate records and prepare periodic reports from these records. 

Ability to perform cost analysis.

Ability to review documents for accuracy and compliance

Ability to use common office machines, including popular word
processing, spreadsheet and file maintenance programs. 

Knowledge of public sector purchasing principles, practices and procedures. 

Knowledge of state and college system rules, regulations and laws regarding purchasing.

Knowledge of the activities, organizations and practices of groups engaged in efforts to support minorities and/or minority-owned businesses 

Knowledge of formal and informal bid processes

Knowledge of the methods and procedures used in preparing bid specifications

Knowledge of the techniques and processes associated with minority recruitment
programs.

Knowledge of modern office practices and procedures. 

Knowledge of the various grades, quality standards, and sources of supply and price trends for a variety of goods and services.

Requirements

Bachelor's degree in business administration, accounting, or a related field

Five years' experience in purchasing in a governmental setting; or any equivalent combination of relevant training and experience s. 

Experience building and posting features in Interscope Plus and NC Administration Purchasing & Contract WEB-enabled applications.

Preferences:

Certified Contract Administrator (CCA) or Master Contract Administrator (MCA) Certification

Membership in the North Carolina MWBE Coordinators Network and United Minority Contractors of North Carolina (UMCNC)
