A Resident Manager II resides on-site and manages subsidized housing developments that are owned and maintained by the Housing Authority of the County of Los Angeles (HACoLA). A Resident Manager II performs tasks in support of the daily operations of each housing complex, interacts with tenants, support staff and management. Resident Manager II's must be available for a flexible work schedule, and 9/80 work schedules are available.  The daily work and office hours are 8:00 a.m. – 5:00 p.m. and the responsibility of responding to after-hours emergencies, overtime may be required.  Occasionally, Resident Manager II's may be assigned to assist and work at other housing developments as needed.

Essential Job Duties

The essential responsibilities of the Resident Manager II include, but are not limited to the following:
  • Performs general residential management duties. 
  • Completes move-ins of new residents, including executing leases.
  • Shows rental units.
  • Performs light maintenance such as changing light bulbs, clearing stoppages, picking up litter throughout the development and transporting items, which may include light lifting.
  • Maintains effective working relationships with employees and residents.
  • Completes and assists with annual and interim re-certifications of all residents. 
  • Conducts scheduled apartment inspections.
  • Enforces all applicable provisions under the lease agreement, reports lease violations and/or criminal activity and counsels residents regarding lease compliance. 
  • Monitors outside vendors. 
  • Performs clerical functions and keeps records and files on Laserfiche.
  • Operates office equipment.
  • Monitor and ensure accuracy of monthly reports.
  • Utilizes Yardi software to complete office functions and performs other related duties as assigned.
 
The ideal candidate must demonstrate the potential for managing public housing developments. The candidate must be patient, understanding, energetic, enthusiastic, reliable, hardworking, possess good communication and customer service skills, and be able to work independently.  Some positions require fluency in Spanish or Russian. Regular attendance is an essential job function.

Qualifications

High school graduation (or have GED equivalency), and two (2) years of professional work experience in a professional office setting demonstrating superior customer service.
 
 Desirable qualifications:
  • Proficient in MS Office 2007 or comparable computer skills
  • Knowledge of property management and housing management software systems (i.e., Yardi).
  • Knowledge of Laser fiche.
  • Experience in the management of rental units.
  • Experience with basic property maintenance.
  • Ability to interacting with individuals from varied socio-economic backgrounds, senior citizens and/or the persons with disabilities.
  • The ability to speak and write a language other than English. Proficiency in Spanish is especially desired.
Condition of Employment:  Candidates must have passed the Rent Calculation Test within six (6) months of employment.

Possession of a valid California Driver's License and a satisfactory driving record is required. 

Successful candidates must complete a thorough background investigation, including a fingerprint search and physical evaluation prior to appointment.

In addition to the above, the Commission's Flexible Benefits Plan is authorized under Section 125 of the Internal Revenue Code, and permits employees to use pre-tax dollars to pay for their portion of the cost of benefits under the Plan through "Salary Redirection" arrangements.

As part of this plan the Commission will contribute $725.00 per month, effective on the first (1st) of the month following the completion of one (1) full month of compensated service.

Changes to CalPERS:
The Community Development Commission is a participant of the California Public Employees Retirement System. Effective January 1, 2013, an employee who is hired by the Commission and who is enrolled in CalPERS for the first time, is not eligible for CalPERS reciprocity or has a break in service greater than 6 months (aka "New Member"), shall be enrolled in the CalPERS benefit formula of 2% at 62 and pay the 6.25% member contribution.

An employee who is hired by the Commission from another CalPERS agency, or an agency with CalPERS reciprocity, or with a break in service of 6 months or less (aka "Classic Member") shall receive the CalPERS benefit formula of 2% at 60 and pay 2.5% of the 7% member contribution. It's important to note that if a member has a break in service of more than six months but returns to service with the same employer, the member would be considered a "Classic Member."
