Description

Professional and administrative work conducting strategic planning, management studies, and developing performance tracking methodologies. Coordinates efforts to enhance organizational performance and effectiveness. Responsible for strategic planning elements, assisting departmental staff with the development of performance plans, continuous process improvement, business modeling, and organizational assessment. Develops and communicates the strategic vision and mission of the City of Pompano Beach. Assists in developing the strategic plan and annual action plan. Works with departmental staff to establish outcome goals and define clear program strategies for measuring performance for results and to create citizen-centered customer service measures. Links the strategic plan goals, action items and milestones with the operating and capital budgets and ensures that the development of the budgets is based on the relationship between program funding levels and expected results from that program (performance based budgeting). Assists departmental staff in preparation of business plans and performance objectives aligned with the strategic plan. Reviews programs and processes and to solve operational problems. Researches and designs appropriate organization-wide performance and quality trainings. Develops measures to manage performance data. Establishes a continuous performance and quality improvement effort and monitoring and reporting system. Reports quarterly and annually the status of performance and quality improvement efforts and impacts. Assists departments in reporting an analyzing key service area performance data for the Florida Benchmarking Consortium (FBC) annual report; serves as City's Primary Coordinator (PC) with the FBC. Assists departments with Lean Six Sigma Projects implementation and coordinates workshops as needed. Plans, executes, and supervises assigned special projects.  Performs related duties as assigned.

Typical Qualifications

Bachelor's degree in Public Administration, Accounting, Business Administration, Economics or related field and two (2) years of progressively responsible experience in financial reporting structures, analytical review techniques or performance management implementation, strategic planning, or any equivalent combination of related training and experience. Lean Six Sigma Green Belt certification is required or obtain within a year of hire. A comparable amount of training and experience may be substituted for the minimum qualifications. Knowledge of organization theory, public administration, budgeting concepts and practices, contemporary management practices, practical concepts of organizational planning and performance, and strong capabilities to motivate and persuade individuals and groups to action. Knowledge of principles, practices, and techniques of performance, data processing, performance management concepts, methodology and implementation techniques, including balanced scorecard. Knowledge in developing/managing original research for business organizations including survey development, analysis of results into actionable forms, and presentation of research and results to executive audiences. Knowledge of high performance organizational principles. Knowledge of cost benefit analysis as applied to accounting and financial management. Knowledge of internal control tools and techniques. Knowledge of management techniques and the ability to apply them to create effective and efficient service. Ability to collect, compile, analyze and interpret data. Strong quantitative analysis capability including mastery of business statistical techniques. Assists departmental staff in developing performance measures, tracks outcomes of city programs, as well as developing efficiency and quality measures and metrics for day-to-day management decision making. Ability to sit, talk and hear and is occasionally required to reach and be mobile. Specific vision abilities required include close vision, color vision, and the ability to adjust focus associated with the constant use of computer monitors.  The noise level in the office environment is usually moderately quiet.  No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, and handling, pushing, and pulling.

Position is open until filled.

Employees are paid biweekly. The pay range consists of a minimum and maximum salary. Initial appointment is usually made at the minimum salary of the pay range, but a higher salary may be considered for an especially well qualified candidate or to meet unusual needs. Annual merit increases of up to 3% up to the maximum of the pay range are based on fully effective job performance, or above, and are not automatic. Eligible Fire department employees receive annual merit increases of up to 4%.

Group health insurance is paid for by the City; 100% for full time employees and 50% for eligible dependents.

Paid leave includes: Vacation – accrue ten (10) days annually; Sick Leave – accrue twelve (12) days annually; Holidays – twelve (12) days off; Personal Days – two personal days after six months of service.

Pension plan: General Employees' Retirement System participation is required for all eligible employees. Each employee contributes a tax deferred deduction of 7% of their salary to the plan and the City contributes a like amount. The defined benefit pension plan is based on the average of the last five base salary years times 2% times years of service. If an employee leaves the employ of the City prior to seven (7) year vesting or retirement, their contribution, with interest, is refundable.  Fire pension participants contribute 11.6% and are required to participate in the Pompano Beach Police & Firefighters' Retirement System.

Other benefits offered to City employees include: cost of living adjustments (when applicable), tuition reimbursement, tax deferred savings plan, credit union services, direct deposit, sick leave bank, sick leave to vacation conversion, and an employee assistance program.

Part time employees are not eligible for benefits and benefits may vary depending on bargaining units.
