Nature of Work

This is technical, specialized work in the research, development, implementation and administration of all the security components of the Information Technology Department over a complex network encompassing the operational and public safety components of the City of Miami.
 
An employee in this classification is responsible for, but not limited to: implementing security measures which safeguard access to information technology assets. Work involves identifying security issues, developing security architecture solutions, researching and deploying new security technologies, performing security audits as needed, and responding to security incidents. An employee in this classification will also be responsible for maintaining a broad range of security solutions and configurations used across the organization including, but not limited to: Internet and Intranet security, network related security, firewalls, password controls, security design, and maintaining a disaster recovery strategy and procedures backup plan. This position requires operational experience in information systems security across a broad organizational range. This position reports to a higher level Security Administrator or designee.

Essential Functions

Ensures the confidentiality, integrity, and availability of systems and information assets at all times.
 
Maintains computer security policies and procedures which meet the current and future needs of the City for the following areas, but not limited to: LAN, WAN, Internet, Intranet, and Application Development.
 
Maintains all security systems and solutions including, but not limited to: endpoint security (anti-virus software), firewalls, intrusion detection systems, cryptography and public key infrastructure (PKI) systems, email security, content filtering, auditing, data loss prevention, data classification, virtual private network (VPN), and Active Directory.
 
Ensures that the existing security policies are enforced throughout the organization.
 
Participates in the implementation, testing and simulation of the Backup and Disaster Recovery Plan.
 
Assists with the planning and design of all P25 Radio network infrastructure and monitors the security measures in place on a 24/7/365 basis to ensure 99.999% uptime due to the critical public safety and life safety requirements of the system. 
 
Administers and maintains end user accounts, permissions, and access rights.
 
Maintains and ensures the security of databases and data transferred both internally and externally.
 
Performs security checks and other testing of all systems in order to identify system vulnerabilities.
 
Maintains server logs, firewall logs, intrusion detection logs, and network traffic for unusual or questionable activity.
 
Recommends, schedules (where appropriate), and applies fixes, security patches, disaster recovery procedures, and any other measures required in the event of a security breach.
 
Installs and configures IT security products.
 
Keeps up to date on security technology and assists in the integration of innovative security solutions.
 
Compiles and generates statistical information concerning security issues.
 
Attends and participates in training and seminar programs.
 
Communicates problems to management and follows through on each task assigned.
 
Performs other related work as required.

Minimum Requirements

Bachelor's degree in Management Information Systems, Computer Science, Information Technology or closely related field; thorough four (4) years experience developing and implementing security measures and deploying, configuring, maintaining, and integrating security solutions, which must have included at least one (1) year of working with current releases of Microsoft Windows Operating Systems (Server & Workstation), Anti-virus programs and endpoint security solutions, Backup and Disaster Recovery, Data encryption, Firewalls, Network Intrusion Prevention, Content filtering, Auditing, various Virtual Private Network (VPN) software and protocols, or testing security controls; and possess at least one of the following certifications at time of application and maintain it valid throughout employment in the classification: GIAC Security Essentials (GSEC), Systems Security Certified Practitioner (SSCP), EC-Council Certified Security Analyst (ESCA), CompTIA Security+ (Security+), or Cisco Certified Network Associate – Security (CCNA-S).

Equivalent combination of education and experience beyond a Bachelor's degree in an aforementioned or closely related field. 
 
SPECIAL NOTES
  1. Applicants selected to fill the position will be subject to undergo and successfully pass a City of Miami Police Department background.
  2. Must be willing to work overtime and be on-call 24-hours a day to include weekends and holidays, as necessary.

Foreign degrees, certificates or diplomas require transcript evaluations by American colleges, universities, or a NACES approved transcript evaluation service, which determines reciprocity to education in the United States. Translations of education and training obtained outside of the United States are not accepted.
