DEFINITION

To plan, organize and direct the activities of the Community Development Department including the areas of planning, building inspection, housing, redevelopment, economic development, and environmental review; and to provide technical staff assistance to the City Manager.

SUPERVISION RECEIVED AND EXERCISED

Receives administrative direction from the City Manager.

Exercises direct supervision over professional, technical and clerical staff.

EXAMPLES OF ESSENTIAL FUNCTIONS

Essential functions may include, but are not limited to, the following:

Manage, supervise, train and evaluate assigned staff.

Plan, organize, and direct the activities of the Planning and Building Department including the areas of planning, building inspection, code enforcement, housing, redevelopment, economic development, and environmental review.

Develop and implement departmental goals, objectives, policies and priorities.

Represent the City in development, environmental impact and land use matters, locally and regionally; participate in numerous public meetings.

Prepare and present reports to the City Council, relevant boards and commissions, other public agencies and relevant advisory bodies with respect to planning and building matters.

Serve as staff to the relevant boards and commissions as assigned.

Negotiate, prepare and administer contracts and agreements with consultants, developers and others.

Conduct and direct research and analysis relating to departmental programs and goals.

Resolve difficult planning and building and administrative policy questions.

Prepare and administer department budget.

Respond to difficult complaints and requests for information.

Coordinate departmental activities with other departments, governmental agencies, and outside organizations as appropriate.

Manage urban design projects as necessary.

Develop and maintain the city's general plan and other key guiding planning tools.

Work with the City Manager's Office to initiate, develop and negotiate for appropriate redevelopment and economic development projects.

Work with other departments on property acquisition and development for open space, parks and recreation, drainage and other relevant public projects as needed.

Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

Perform related duties as assigned.

Typical Qualifications

MINIMUM QUALIFICATIONS

Knowledge of:

Principles and practices of planning and building administration including planning, environmental review, urban design, zoning, building inspection, housing, and redevelopment.

Principles and practices of organization, administration, budget, and personnel management.

Principles and practices of public and private financing as applied to development activities.

Applicable federal, state, and local laws, rules and regulations.

Current trends in municipal planning, environmental planning, urban design, building inspection, housing and redevelopment programs.

Techniques used in planning research and in the development of a general plan and related planning tools.

Principles of supervision, training and performance evaluation.

Principles and practices of leadership, motivation, team building and conflict resolution.

Ability to:

On a continuous basis, analyze budget and technical reports; interpret and evaluate staff reports; know laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various rules, policies and procedures; explain and interpret policy.

Plan, organize and direct a major city department.

Delegate authority and responsibility, and schedule and program work on a long term basis.

Facilitate public meetings, workshops and negotiations, often in controversial settings.

Prepare and administer a department budget.

Deal effectively with complex and sensitive issues.

Prepare professional presentations on technical issues.

Identify, coordinate and resolve a wide variety of interests in the development of land use policy and related programs.

Negotiate effectively with developers, contractors and property owners.

Manage, supervise, train and evaluate assigned staff.

Communicate clearly and concisely, both orally and in writing.

Establish and maintain effective working relationships with those contacted in the course of work.

EXPERIENCE AND TRAINING

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Six years of increasingly responsible experience in municipal, regional or environmental planning, or a related field, including four years of administrative and management responsibility.

Training:

Equivalent to a Bachelor's degree from an accredited college or university with major course work in planning, public administration, or a related field. Possession of a Master's degree or higher is preferred.

Physical/Sensory Requirements

Must possess mobility to work in a standard office setting, use standard office equipment and move between various office locations; strength to lift and carry office materials weighing up to ten pounds; vision to read printed materials and computer, ability to hear and communicate verbally in person and over the telephone.

Survivor Benefit: The city contracts with the Public Employees Retirement System for the 1959 Survivor Benefit Level Four (4).

Medicare: Date of hire, all employees contribute 1.45% of gross salary to Medicare per federal regulations.

The City does not participate in Social Security.
