Job Description

This position plans, organizes, and directs the activities of the Solid Waste Division. Responsibilities include: managing the divisional budget; evaluating collection routes and operating costs; developing a robust vehicle maintenance program; promoting environmental solid waste and curbside recycling activities through education and enforcement of solid waste storage, collection, and disposal regulations; and planning, scheduling, and coordinating the collection and transfer of solid waste and recycling to disposal sites.  Supervises division staff, maintains satisfactory public relations, and provides support and assistance to residents ensuring all routes are completed in a timely and safe manner.

Examples of Duties

Administers and supervises City-wide solid waste and curbside recycling programs; completes written and oral progress and budget reports as required; establishes and keeps detailed and accurate records that reflect the effectiveness of the work performed; interprets and enforces City codes covering solid waste collection and storage practices, and health and environmental regulations.

Manages employees by writing and reviewing performance appraisals, preparing work schedules, providing training and leadership, conducting meetings, mandating and maintaining safety practices, and participating in the employee hiring process.
Administers division budget by projecting annual operating costs, preparing budget requests, reviewing and approving purchases, overseeing equipment purchases, and monitoring division expenditures.  Develops and implements robust refuse vehicle maintenance program.

Oversees the investigation and reporting of industrial and equipment accidents; ensures the repair, maintenance, and procurement of equipment; obtains facts, analyzes evidence, and makes decisions or takes actions to correct problems; integrates new programs into existing operations.

Supervises the ordering of materials and services needed to properly carry on the functions of the division; prioritizes workload for prompt completion of emergency and unscheduled work requests.  Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.  Responds to customer complaints and requests for service. 

Administers policies and procedures, emergency operating procedures, and specifications for various types of solid waste equipment.  Generates reports, negotiates contract terms and monitors contract performance.  Maintains and updates division web pages on city's website.  May represent the division at meetings.

Assist other divisions and departments as needed, including acting as Superintendent in other divisions of Public Works when necessary. Attends and conducts safety training.
 
Performs other duties as assigned.

Minimum Qualifications

Associate's degree or equivalent; at least five years related experience in solid waste/public works administration and operations; three years supervisory experience.  Must maintain a valid Commercial Texas Drivers' License (Class "A" preferred).

Supplemental Information

Municipal Solid Waste Management License preferred or ability to obtain within one year of employment.
