Job Description

The purpose of this position is to provide support to the Director in managing the operation of the Public Works Department.  This is accomplished by assisting with the preparation and implementation of the departmental budget, developing policies and procedures, developing and implementing improved customer services processes, preparing reports, overseeing the department in the Director's absence, etc. 

Examples of Duties

Manages staff activities by delegating and monitoring work assignments; ensuring compliance with policies and procedures; participating in the budget process; developing or improving existing procedures; recommending operational changes and adjustments; providing technical support and consultation; interviewing and hiring new employees; coordinating training for department personnel; providing recommendations regarding transfers, promotions, disciplinary and termination procedures when necessary; and conducting performance evaluations.

Manages technical projects by reviewing engineering and construction documentation; assisting with the evaluation of construction plans to ensure compliance with laws and ordinances; working with contractors and developers to manage project activity; and documenting actions for the City Manager and other City departments.

Administers the Public Works Department budget by performing budget reviews; making recommendations and adjustments as appropriate; developing bid specifications for the procurement of services, vehicles, or equipment; and serving as a liaison with state and federal agencies.

Provides operational and administrative support by responding to requests for information; ensuring proper operation of water and wastewater systems; assessing residential needs; corresponding with landowners, customers, contractors, and the general public; ensuring compliance with state permit requirements; ensuring adherence to safety rules and regulations; facilitating safety meetings, etc.

Performs other duties as assigned.

Minimum Qualifications

Bachelor's Degree in Engineering, Public Administration, Business, or related field with experience in project management, systems engineering, or urban/community planning and a Valid Class C Driver's License.
At least five years of related and progressive experience, with at least three years in a supervisory capacity.
Municipal government experience.
