About Bilingual Positions

Bilingual premium pay is an additional $1.15 cents per hour on top of the hourly pay rate. The Bilingual positions require English and Spanish skills at the fluent (conversational, reading, and writing) level. In order to be considered for bilingual assignments, applicants must indicate their skill level on their application and in their response to the required supplemental questionnaire. A bilingual examination will be conducted prior to employment to confirm level of skill. The bilingual premium pay begins after completion of the training period and upon the assignment of a bilingual caseload.

About the Position

Social Worker IVs in the Family, Youth & Children Division may be assigned to one or more programs within the division and may work from any of the division offices, including the various regional offices located in the County.  The division provides an array of protective, regulatory, preventative, and placement services, including but not limited to:
  • Working closely with families and children to investigate reports of child abuse and neglect
  • Assessing client and family strengths and needs to develop and monitor parents' compliance with treatment case plans
  • Making services available to intact families to assist in the remediation of existing problems
  • Filing petitions and other legal documents with the Juvenile Court to remove abused or neglected children from parental care
  • Offering reunification services to parents whose children have been removed from their care
  • Arranging permanent homes for children who have been removed from and cannot return to parental care via adoption, guardianship, or foster care
  • Collaborating with attorneys, the Juvenile Court, service providers, tribal representatives, and foster care providers
Ideal candidates will possess a Master's Degree in Social Work, Child Development, or a related field, and have experience working with youth and children.

The Civil Service title for this position is Social Service Worker IV.

This recruitment is being conducted to fill multiple positions in the Family, Youth, and Children Division of the Human Services Department.  The employment list may also be used to fill future full-time, part-time, and extra-help (temporary or intermittent) positions as they occur during the active status of the list.  County employees who wish to be considered for future positions should consider applying to this recruitment.
 
About the Family, Youth and Children's Services Division (FYC)

FYC staff members help individuals, families and the community ensure the safety and well-being of Sonoma County children and teens.  Professionals investigate reports of child abuse, neglect, or abandonment and, when needed, provide compassionate care with foster parents or group homes.  At-risk children and their families are supported through referral to social services that help their homes be safe, stable, nurturing places.  Staff respond to reports of abuse and neglect day or night through the 24-hour hotline.  FYC staff members also train the community about child abuse prevention and mandated reporting.  For more information about FYC, please visit http://sonomacounty.ca.gov/Human-Services/Family-Youth-and-Children/.

Minimum Qualifications

Education and Experience: Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, this includes a Master's Degree in social work, or a Master's Degree from a two-year counseling program;
OR
Graduation from college, with a degree in social Work, sociology, psychology or other behavioral science; and five years of progressively responsible experience in a public welfare agency, two of which were at the level of Social Service Worker III would provide such opportunity
OR
Academic coursework at a college or university in social work, psychology, sociology, and other behavior sciences; and six years of progressively responsible experience in a social work agency, at least three of which were at a level of Social Service Worker III would provide such opportunity.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Knowledge, Skills, and Abilities

Thorough knowledge of: the principles and application of psychology of individual and group behavior, community services, and social work methods; social casework goals, principles and methods; the intent and appropriate application of laws, rules, regulations, policies governing operation of public social service agencies; physical and mental illness and their impact on personality.

Working knowledge of: problem solving and counseling techniques.

Considerable knowledge of: socioeconomic factors, which promote stable family life and elements which affect daily stability.

Ability to: use social work methods and evaluation; crisis intervention and therapeutic social work counseling; communicate with, relate to, a varied client group; work constructively within an agency and community setting; effectively use consultative supervision resources, services; control personal bias and apply social work ethics; keep records and prepare records.
