GENERAL STATEMENT OF JOB

Supervises and coordinates the work of crews performing maintenance, restoration and construction of roadways, drainage systems and related public infrastructure.

ESSENTIAL JOB FUNCTIONS

Supervises and evaluates the performance of crews, and ensures equipment is properly maintained and used.

Assists in the planning and coordination of the construction and maintenance activities for drainage systems, sidewalks, road restoration, bridges, ditches, sea walls, and culverts.

Issues daily work orders for maintenance, restoration, and construction of county infrastructure.

Organizes materials, plans sequencing of work orders and assigns tasks to crews.

Ensures and provides instruction or training in cutting of roadway, installation of piping, brush removal, use of tools and equipment.

Operates county vehicles.

Oversees adherence to traffic control signage, device placement and safety regulations.

Coordinates and delivers materials, supplies and equipment to work sites.

Inspects work performed.

Maintains time sheets, work order forms, vehicle maintenance records, and accident reports, and assists supervisor in the preparation of reports and required documentation per project.

Participates in all facets of work performed.

Assists in the supervision and work assignments of other county work crews within the Road Department and other county departments.

Must be able to meet work schedule and attendance standards.

Performs related duties as required.

MINIMUM TRAINING AND EXPERIENCE

High school diploma or GED; supplemented by a minimum of four (4) years experience in the field, to include broad experience in all facets of road and drainage systems maintenance, restoration and construction, two (2) years of which shall be acquired in a lead/supervisory capacity; or an equivalent combination of education, training and experience. Requires a valid, class "B" commercial driver license. Florida Inmate Supervisor Certification must be obtained within six (6) months of hire.

MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

Physical Requirements: Must be physically able to operate a variety of hand held and electrical equipment and tools, and light to medium duty construction vehicles. Must be able to exert 50 to 100 pounds of force occasionally, or 20 to 50 pounds frequently, or 10 to 20 pounds constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; must be able to perform manual tasks and remain on feet for extended periods of time. May be subject to a certain degree of danger or risk when working in adverse environmental conditions and in varying degrees of road traffic. May be subject to reptiles, rodents, spiders and vegetation.

Data Conception: Requires the ability to compare and judge the readily observable, functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of roadways, tools and equipment utilized, documentation, and individuals under charge.

Interpersonal Communications: Requires the ability of speaking and/or signaling people to convey or exchange information; includes issuing and receiving assignments, instructions, and/or directions. Requires the ability to tactfully and effectively interact with the public and with co-workers.

Language Ability: Requires ability to read a variety of records, policy and procedure manuals, codes, etc., in moderately complex technical terminology. Requires the ability to read and interpret blueprints, plans and specifications. Requires the ability to prepare forms and reports using prescribed formats. Requires the ability to communicate effectively in Standard English, and in the various professional languages relevant to construction and engineering activities.

Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts, and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Requires the application of principles of influence systems and synthesis functions.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to issue and follow verbal and written instructions. Must be able to communicate effectively in Standard English.

Numerical Aptitude: Requires the ability to add, subtract, multiply, and divide; calculate decimals and percentages.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, depth and shape; identify degrees of similarity in form; and visually read various information.

Motor Coordination: Requires the ability to coordinate hands and eyes in manipulating small items and tools.

Manual Dexterity: Requires the ability to handle a variety of items, equipment, control knobs, buttons, switches, catches, etc. Must have high levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond receiving instructions. Must be adaptable to performing under stress when confronted with emergencies or tight deadlines. Avoids violent behavior and any other type of behavior that could threaten the safety of other employees or the public.

Physical Communications: Requires the ability to talk and hear: (talking: expressing or exchanging ideas by means of spoken words; hearing: perceiving nature of sounds by ear). Must be able to hear and understand communications through telephone and radio.

Health Insurance is provided at a low cost to employees; family coverage is also available at a reasonable rate.

Life Insurance - The BCC provides $25,000 of basic life and accidental death and dismemberment (AD&D) insurance for each employee. Employees may purchase optional group term life insurance in $25,000 increments up to a maximum of $500,000.

Long Term Disability – BCC provides a long-term disability for all full-time employees. Has a six-month waiting period from date of incident, and then receives 50% of salary up to five years. Employee may buy up an additional 10%.

Dental Insurance is provided at no cost to employee; family coverage is available for a reasonable rate.

Section 125 Plan (Flexible Spending Plan) - Allows employees to pre-tax certain insurance costs; unreimbursed medical; and dependent care expenses.

Florida Retirement System (FRS) – The County pays a percent of the employees’ salary into the FRS.

Holidays /Annual and Sick Leave Accruals - The County offers 10 paid holidays and annual and sick leave accrual.

Bereavement Leave - In the event of death in an employee’s immediate family (as defined in the Human Resources policy), he/she may be granted bereavement leave with pay for up to a maximum of twenty-four hours (24) hours.

Deferred Compensation Savings is offered to all full-time employees through payroll deduction.

Full-time employees offered free membership to Central Credit Union of Florida and Eglin Federal Credit Union. Participate through payroll deduction.

Full-time employees may purchase U.S. Bonds through payroll deductions.

Employee Assistance Program (EAP) - Full-time employees may use the EAP after completion of 6 month Probationary period. Three counseling sessions will be provided by the EAP provider at no cost to employee/spouse or dependent.

Educational Reimbursement Program - Reimbursement of tuition and books for all full-time employees after one year of employment. (Department Head approval required).
