Definition

This is a Full-Time, mid-level professional position, under the direction of the Purchasing and Risk Manager in the Financial Services Department, Purchasing Division.  An individual in this position will be involved with activities required for developing and maintaining contracts for products and services from proposal development through product/service delivery and final closeout of the contract. The position will also assist with the administration of the procurement card program and perform risk management and insurance functions. 
 

Examples of Work

  • Participates in proposal preparation, contract negotiation, contract administration, and customer contact activities to ensure proper contract fulfillment in accordance with City policies, legal requirements, and customer specifications.
  • As part of the proposal preparation process, examine estimates of goods, services, costs, performance requirements and delivery schedules for accuracy, completeness and ensure that they meet the requirements of the City and Government regulations.
  • Works with other internal departments, including Legal, during contract negotiations to advise management of contractual rights and obligations and then recommend actions to mitigate contract risk.
  • Interpret terms and conditions and monitor the performance against contract requirements and obligations.
  • Produce contractual correspondence and requirements, narratives for contract amendments, conducting negotiations, budgets and billing support, track all internal/external contractual obligations. Ensure contract authorizations and execution are in accordance with City policy.
  • Recommend contract awards to City Council and prepare agenda items and memos to Council.
  • Monitors and manages contract expiration dates and perform closing activities as needed.
  • Prepare formal solicitation methods, such as Invitations for Bid (IFB) or Requests for Proposals. Publicize all requirements and review submissions/proposals to ensure compliance.  Position serves as a backup to buyer functions in the Purchasing Division, including soliciting quotes and processing requisitions as needed;
  • Ensure timely dissemination of information to other City departments and contractors regarding status, compliance, modification, deviation, negotiation, termination and facilitate contractor meetings;
  • Maintain contract files (electronic and hard copy) including original contract, all correspondence, changes/deviations, amendments, clarifications, payment schedules. Enter contractual information into the City's Financial Management System, Munis;
  • Acts as advisor regarding legal requirements, customer contract requirements and Government regulations;
  • Other related functions and duties as assigned;
  • Subject to 24 hour recall.

Education, Experience, or Certification

a bachelor degree in Finance, Accounting, Business Management, Public Administration or a closely related field from an accredited college or university and a minimum of five (5) years of related professional experience as a contract analyst, administrator or with progressively responsible experience in the development, coordination and management of contracts in a municipal environment are required.

Experience and knowledge in the preparation, administration, and negotiation of Government contracts and procurement practices preferred.

Certification as a CTCM, CTPM, CPM, CPPB, or CPPO desired.
