(Administrative Manager I)
 
This recruitment is open to the public and is being held to establish and open eligible list to fill current and future Land Use Development Manager (Administrative Manger I) vacancies within OC Public Works.. Qualified applicants are encouraged to apply immediately.

OC PUBLIC WORKS 
OC Public Works provides services on a regional basis to unincorporated areas, to cities, and to other County agencies and departments. The primary mission of the department is to protect and enrich the community through efficient delivery and maintenance of public works infrastructure, planning, and development services. OC Public Works core values are integrity, accountability, service and trust. 

OC Public Works is a unique County department. The Executive Team is comprised of the Public Works Director and two Assistant Directors leading Customer Service and Engineering Service Branches. The team leads ten service areas: OC Development Services; OC Fleet Services; OC Administrative Services; OC Facilities Design & Construction; OC Facilities Maintenance & Central Utilities Facility; OC Infrastructure Programs; OC Construction; OC Operations & Maintenance; OC Survey; and OC Environmental Resources. 

OC Public Works partners with a diverse array of local, state, and federal agencies; special districts and authorities; and the private development community including, construction, planning, and design firms, to accomplish many of the County's infrastructure projects. 


OC DEVELOPMENT SERVICES 
The OC Development Services of OC Public Works is responsible for protecting public safety and the environment by providing planning, environmental analysis, code enforcement, zoning, grading and building plan check and inspection services in the unincorporated areas of Orange County. The Land Development Division provides a single point of contact for project management of projects within master planned communities. This team is responsible for managing the County's role in planning, design, financing, plan checking, and construction of public and privately owned flood control (non-regional) facilities, tracts, highways, streets, related infrastructure, and commercial and residential structures associated with master planned communities. We strive to ensure timely and expedited delivery of high quality products within planned communities in unincorporated Orange County. The Land Development Division works closely with OC Public Work's Infrastructure Service area to coordinate funding, planning, and overall development of the major infrastructure projects within master planned communities.

THE OPPORTUNITY
 
OC Development Services is seeking a Land Use Development Manager, to perform highly specialized interdisciplinary work to manage plan check contractors and to review plans. This position will offer a unique service to planned community developers, providing interactive communication with builders, contractors, engineers and planners to ensure the new projects are in compliance with development agreements and applicable County standards and requirements. The Candidate must be familiar with Orange County Standards, General Plan, Zoning Code and regulations pertaining to water quality, subdivision, infrastructure planning and development and the community development process. The Candidate must understand the concept of planned communities, especially development agreements. 

This position has a special emphasis on the effective delivery of exceptional customer service. 

This recruitment is being held to establish an Open Eligible List to fill future vacancies at this level.
 
 
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The Ideal Candidate will have a Bachelor's Degree in planning, community development, urban planning or a related field and three years of planning experience in research, land use administration, infrastructure planning/development or in the development of social, physical, environmental or economic plans is required. A bachelor's degree in a related area of study may substitute for two years of the required experience. 
Conducts analysis of issues and data to support and provide input into programs and policy decision-making or County or Department projects; develops, establishes and implements procedures; may manage or assist in managing a small program, unit or section or a department-wide function or projects; may supervise/manage other staff and/or direct the efforts of staff who are not direct reports, including outside contractors and assist in ensuring achievement of program objectives. The ideal candidate will also be able to demonstrate competencies in the following areas:

TECHNICAL ENVIRONMENT - Proven Knowledge of 
  • Current knowledge of federal, state and local legislation, policies, regulations and issues that pertain to the technical and service aspects of the assignment.
  • Current technical/professional knowledge of complex principles, methods, standards and techniques associated with community development.
  • Physical, social, technical and economic implications involved in regional, county, city and environmental planning.
  • Computer software such as MS Office Suite: Word, Excel, Outlook and PowerPoint.
  • Organization and conduct of research studies, ability to analyze data, draw conclusions and make appropriate recommendations.
  • Interpretation and application of County of Orange Codified Ordinances, relevant State Codes and regulations (adopted by Ordinance) to different project circumstances, conditions and scenarios.
  • Project management, including the ability to effectively apply industry standards and practices in the areas of project planning, coordination, budget management, scheduling and monitoring to achieve measurable results.
  • Participate in field activities and investigations; review reports and correspondence prepared by staff members and prepare materials for hearings, meetings, and presentations.
  • Apply principles and modern methods of public and business administration including fiscal management, budgetary preparation and control and consultant/personnel supervision.
