Description of Job


This position works in the Colorado Department of Transportation's (CDOT's) Region 2 which has its head quarters in Pueblo, CO.  Region 2 encompasses fourteen counties in Southeastern Colorado.
 
The Appraiser I position provides condemnation appraisal services for real property interests being acquired for transportation projects, applying applicable State and Federal laws.  Duties include performing appraisals, learning and performing appraisal reviews with guidance form a senior level appraiser, cost estimates, securing contracted fee appraisal services, and providing advisory services to project teams, management, and legal associates.
 
This position will work throughout CDOT's Region 2 and, on occasion, may work on projects in other areas of the state.
 
Major duties and responsibilities

  • Independently produce narrative format, eminent domain appraisals which satisfies all regulatory requirements (CDOT, USPAP, FHWA etc.)
  • Identify the scope and resources necessary to complete specific eminent domain appraisal assignment.
  • Complete thorough subject property inspections with the accompaniment of the property owner.
  • Research the local and regional market for sales, rents, listings, market trends and influences.
  • Confirm with buyer or seller all sales transactions intended to be used in the appraisal.
  • Develop a credible highest and best use analysis with separate analyses on partial takes.
  • Analyze data collected and develop a well-supported, credible valuation analysis using the sales comparison, cost and income approaches with reconciliation to a final value conclusion.
  • Prepare or support others in preparing Waiver Valuations.
  • With guidance from a senior appraiser, perform a detailed appraisal review, compliant with all regulatory requirements of appraisals being considered for basis of a fair market value determination and estimate of just compensation for CDOT acquisitions and Local Public Agencies using federal funds.
  • Document the appraisal reviews on standardized CDOT forms and determine if the reviewed appraisal is accepted/ recommended, accepted or not accepted.
  • Provide input to senior appraiser for Fair Market Value and estimate of just compensation for real property being acquired.
  • When two or more appraisals are reviewed for the same property, provide comparative feedback to acquisition agents as to the merits of the recommended appraisal.
  • Review and evaluate right-of-way and construction plans for understanding with project team members and inspect projects with project team.
  • Participate in establishing critical dates and required time for completion of appraisals.
  • Participate in establishing the quantity and complexity of appraisals required.
  • Gather all project and property documentation necessary to determine the scope of individual appraisals.
  • Participate in determining appraisal staff and/or contract appraiser resources necessary to complete the required appraisals/appraisal reviews.
  • Understand and apply CDOT procurement policies and procedures in order to engage contract appraisers or other specialists as may be needed.
  • With guidance decide the most appropriate procurement method (statistical PO, documented quote, Solicitation on BIDS) to engage contract appraisers while considering the number of appraisals needed, the schedule, and the complexity of the assignment.
  • Provide all necessary project information and assistance needed for the selected contractor to successfully complete the assignment;
  • Process contractor invoices in a timely manner.
  • Other duties as assigned.
      Work Environment:
  • Typical work schedule is from 8:00 am to 4:30 pm, Monday through Friday
  • Travel required during working hours throughout the Region.
  • Approximately 2% overnight travel  to support appraisal needs in other CDOT regions.
  • Required to drive CDOT vehicles.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  • Must have a current Certified General Appraiser License in good standing issued by any state in the United States. A successful applicant who holds an out-of-state Certified General Appraiser License will be required to obtain a Colorado Certified General Appraiser License within 4 months of the date of hire.
  • A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position. 
Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position. 
 
The Exceptional Applicant will be a Certified General Appraiser with proven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Highest work/personal ethics and integrity;
  • Appraisal or related designation with a professional appraisal or similar organization;
  • Proficiency in eminent domain appraisal procedures and practices;
  • Private and public sector appraisal experience;
  • Experience using established appraisal data resources;
  • Experience preparing or helping prepare with Fair Market Value determinations;
  • Strong communication skills, both written and oral, including presentation skills;
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment;
  • Skill and ability to negotiate to find mutually acceptable solutions, building consensus through give and take;
  • Ability to partner with other CDOT stakeholders and staff, public and private agencies, professionals, consultants, special interest groups, elected and appointed officials, and vendors with sensitivity to their needs and priorities and in situations which may be politically sensitive;
  • Strong time management, project management, and work scheduling skills;
  • Excellent reasoning, analytical, and problem solving ability;
  • Excellent interpersonal and relationship building skills;
  • Excellent customer service skills;
  • Strong attention to detail and accuracy;

  • Fluency in Microsoft Office Suite, Gmail, SAP, and the ability to quickly learn other software systems.
Special Requirements:
A Certified General Appraiser License who holds an out-of-state Certified General Appraiser License will be required to obtain a Colorado Certified General Appraiser. License  within 4 months of the date of hire.
