SUMMARY

Under the supervision of the Training & Safety Supervisor, this position is responsible for providing assistance and technical guidance pertaining to all aspects of traffic and safety regulations in accordance with the MUTCD (Manual on Uniform Traffic Control Devices); and to ensure compliance with requirements of the Arkansas Department of Health, Arkansas Department of Environmental Quality, Arkansas Department of Labor, U.S. Environmental Protection Agency, and the Consent Decree, and in coordination with the Utility Department comprehensive strategic management plan.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Other duties may be assigned.  Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive.  Must show cooperation and respect to fellow employees and supervisors at all times.

  • Assist with development of procedures and instruction pertaining to all aspects of traffic and safety regulations in accordance with the MUTCD (Manual on Uniform Traffic Control Devices) for Utility crews
  • Act as the main point of contact internally for managing state highway permits
  • Prepare highway permit applications and updating of related records as projects are completed
  • Monitor projects for compliance in accordance with MUTCD requirements   
  • Assist with the development and documentation requirements of traffic control plans and formal notification of traffic closure requests
  • Communicate with general contractor representatives and state highway officials concerning health and safety issues and compliance of MUTCD
  • Attend pre-construction meetings to facilitate instruction to Utility Department contractors on traffic control requirements
  • Confirm traffic control plans for Utility projects
  • Communicate with traffic safety and locate technicians regarding corrective actions related to safety program infractions and other non-compliance
  • Evaluate traffic safety conditions and practices and report findings to the Training and Safety Supervisor
  • Conduct safety assessments and follow-up to verify deficiencies have been remediated
  • Verify safety equipment is being inspected as required and being properly maintained in good working order and report findings to the Training and Safety Supervisor
  • Track and maintain related records
  • Regular attendance and timeliness is required
  • Must possess a valid driver's license

EDUCATION and/or EXPERIENCE:
Required

  • High school diploma or GED
  • Must have at least two years of experience working directly with the implementation of traffic control plans or devices.
  • Must have the following certifications:  ATSSA Traffic Control Technician (TCT), ATSSA Traffic Control Supervisor (TCS), and ATSSA Flagger
  • May consider any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work
  •  
    Preferred
  • Associate of Science Degree in Safety Management or related field
  • Two (2) years civil construction experience (road, water, wastewater construction).
  • Experience with Invarion Rapid Plan
  •  
    OTHER SKILLS and ABILITIES:
  • Thorough knowledge of federal, state, and local regulations pertaining to the principles, practices, and methods for ensuring safety of road users and workers
  • Knowledge of the principles, techniques and methods of adult education to include ability to create training and employee development programs
  • Knowledge of the use of tools and equipment in the department
  • Excellent interpersonal, writing, speaking, and listening skills as required to provide instruction in written and visual form and to lead training sessions by personal presentation with various audiences and in various settings
  • Excellent problem solving and analytical ability
  • Strong organization and time management skills with ability to work independently without immediate supervision
  • Ability to establish and maintain effective working relationships with co-workers, Utility management, and other internal and external contacts
  • Knowledge of modern office practices, procedures, and equipment with aptitude to learn new software applications as needed
  • Proficient with computer keyboarding and Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)

The employee is occasionally required to lift up to 50 pounds.

While performing the duties of this position the incumbent is exposed to outdoor weather conditions, works near moving mechanical parts and is exposed to fumes or airborne particles, toxic or caustic chemicals.  The employee works in precarious places and is at risk of electrical shock or vibration.  The employee is also exposed to non-weather related wet, humid conditions.
 
The ability to work holidays and weekends is required.
 
The noise level in the work environment is usually moderate.

NOTICE OF CONSENT DECREE POSTING:
The City of Fort Smith, Arkansas ("City") has entered into a Consent Decree in litigation with the United States of America and the State of Arkansas ("Consent Decree").  The Consent Decree was filed on April 6, 2015, in civil action 14-cv-02266-PKH, pending in the United States District Court for the Western District of Arkansas Fort Smith Division. The Consent Decree is available for review or copying on the City's website where it may be found at www.FortSmithWater.org.

Vacation
After 12 consecutive months of continuous service, 10 days.
After 8 consecutive years of continuous service, 12 days.
After 10 consecutive years of continuous service, 15 days.
After 11 consecutive years of continuous service, 16 days.
After 12 consecutive years of continuous service, 17 days.
After 13 consecutive years of continuous service, 18 days.
After 14 consecutive years of continuous service, 19 days.
After 15 consecutive years of continuous service, 20 days.
In addition to these vacation days, each employee will receive one discretionary day off with pay each year after 12 months of continuous service.
Annual vacation leave and discretionary day shall not be accumulated for more than a twelve month period from the date of accrual.

Sick Leave
Full time employees will be eligible to accrue sick leave benefits from their date of hire at a rate of 1 day for each continuous month of employment. Unused sick leave may be accumulated from year to year to a maximum accumulation of 960 hours at any one time.

Retirement
Full time employees have a 401a retirement account through ICMA-RC.  The City will contribute 5% of your gross earnings into your retirement account.  You may also choose to supplement your retirement with your own contributions.  This may be done through a 457 or IRA account, also through ICMA-RC.
