DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
The Deputy Assistant Director (DAD), positions are responsible for the day to day operations within the Capital Projects Service Line of HPW in each of the major Branches: Facilities PMO, Infrastructure PMO and Rapid Delivery.  Under the guidance of the Deputy Director and Senior Assistant Directors and in collaboration with other departmental stakeholders, the DADs are responsible for delivering the city's Capital Improvement Plan in four major program areas (water, wastewater, transportation and drainage).
 
The successful applicants will have a good understanding of the operations and major functions of municipal infrastructure.  The DADs will deal extensively and work closely with representatives internal and external to the Department and City ensuring the successful delivery of capital projects and will be very involved in finding solutions to complex issues involving a wide variety of variables and stakeholder groups. They will possess critical thinking, professional judgment, leadership, management and negotiation skills, customer service excellence, and knowledge of fiscal issues and technical competency.
 
Day to day task may include:

  • Providing input and direction to staff for projects, training and development.
  • Meeting with staff and leadership, within the organization, to make sure organization is delivering expected results.
  • Responding to inquiries on issues that involve Capital Projects at the delivery stage within and outside the organization.
  • Working with staff on strategic goals, defining objectives and meeting those goals through defined metrics.
  • Review and approve expenditures that are in accordance with the approved budget.
  • Provide critical input to the development of a Citywide Capital Improvement Plan (CIP) for five (5) major pieces of municipal infrastructure and ensure the Plan is being met and messaged to stakeholders.
  • Define staff, consultants and constructions needs and assist with the acquisition of services as needed to perform the identified functions.

WORKING CONDITIONS

The position is physically comfortable; the individual has some discretion about walking, standing, etc.

This is a Houston Public Works Emergency Management position at the Tier 2 Level.



 

Duties

EDUCATIONAL
Requires a Bachelor's Degree in Business Administration, Public Administration, Engineering, or a closely related field.
 
EXPERIENCE
Seven (7) or more years of progressively complex/responsible administrative experience are required with at least three (3) of those years in a supervisory capacity. A Master's degree in Business Administration, Public Administration, or Construction Management may be substituted for two years of experience.
 
LICENSE
A valid Driver License and compliance with the City of Houston policy on driving (AP 2-2).

Qualifications

Preference will be given to applicants with a minimum of seven (7) years' experience in the operations and major functions of municipal infrastructure. Preference will be given to candidate's who hold advanced degrees and licenses.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
