The Aging and Disability Services Division (ADSD) is hiring an experienced Human Services Clinician in Adult Social Services to provide care coordination services for Spanish-speaking vulnerable adults over the age of 18, most whom are over the age of 60. Adult Social Services delivers intensive community-based case management support. This Human Services Clinician will be part of a team of six professional social workers in the Care Coordination Bureau which collaborates with Adult Protective Services, Nursing Case Management, and the Arlington Adult Day Program to provide coordinated care. These services are offered to enhance the quality of life, independence, and maximize the well-being of the individual. ADSD strives to prevent abuse, neglect, and exploitation; ensures persons remain safely in their homes when possible; and facilitates linkages to internal and community resources. The population served is culturally and ethnically diverse, including Spanish speaking persons who have difficulty communicating in English.

ADSD is part of an integrated social and wellness model, connecting customers to wrap around supportive services including adult protective services, adult social services, home-based nursing case management, in-home services, Medicare counseling, senior adult mental health, and volunteer guardianship.

Duties include:

  • Conducting pre-admission screenings in collaboration with nursing staff;
  • Performing comprehensive assessments in both the office and/or place of residence to determine need for resources and services;
  • Developing holistic plans of care to meet multiple client and family needs;
  • Crisis intervention and counseling;
  • Facilitating placement in long-term care residences;
  • Investigating reports of abuse, neglect and exploitation;
  • Maintaining electronic case records in compliance with applicable clinical and regulatory requirements.
The ideal candidate is a clinically proven team player who brings a passion for working with older adults with a strength-based and person-centered approach in human services delivery.

Selection Criteria

Language proficiency:  English/Spanish

Minimum: Master's Degree in Human Services, Counseling, Psychology, or other directly related clinical discipline, all of which required a practicum prior to graduation involving diagnostic, treatment, and case management services plus two years of post-Master's degree experience providing professional clinical human services to older adults, which included the application of diagnostic, treatment, and case management services.

Substitution: A directly related higher level clinical degree may substitute for the Master's degree education requirement and one year of professional clinical social work experience to older adults. In the case of such substitution, the remainder of the qualifying work experience must have been gained after the higher level degree was awarded.

Desirables: Preference may be given to candidates with one or more of the following:

  • Providing services to persons with disabilities, older adults (60+), and their families;
  • Working with individuals from diverse cultural/ethnic backgrounds; and/or
  • Working with Courts and the legal system.

Special Requirements

An assessment of oral Spanish proficiency will be required before a candidate can be appointed to the bilingual position(s).  The incumbent in the position(s) will receive the language pay premium on all hours worked and on paid leave hours.

Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record. Any offer of employment may be contingent on a favorable review of the applicant's driving record.

A background check and State of Virginia Child Welfare and Neglect Central Registry may be conducted on all candidates who are finalists for the position. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit check and may require signing a release authorizing the County to obtain this information.

The position will require travel primarily in Arlington County.

 

Additional Information

Work Hours: Monday through Friday, 8:00 am to 5:00 pm. Some evening and weekend work may be required.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance: Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement: The County offers three vehicles to help you prepare for retirement:  a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).  The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.  You contribute a portion of your salary on a pre-tax basis to this plan.  General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan. 

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan.  The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.  New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.


Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.


Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.  They are also eligible for vacation, sick leave, and paid holidays. 

Temporary Seasonal and Occasional Appointments: 
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
