The Employees and Retirees Benefits (ERB) Division provides insurance coverage for eligible employees of state agencies, higher-education institutions, and employer groups and their family members.  The ERB Division also offers retiree benefits for those who meet state eligibility and procedural requirements.  These activities represent $2 billion in overall spending through value-based purchasing and creating policies that align with the Triple Aim (better health, better care, lower costs).
With the School Employees Benefits Board (SEBB) Program implementation in 2020, we anticipate that approximately 1,200 K-12 / Educational School District bargaining units, and about 837 more political subdivisions, are eligible to apply to join the SEBB Program.

About the Position:
The Medical Assistance Specialist (MAS5) supervisor position is one of two MAS5 positions in the ERB Division, Customer Service Unit.  This position currently reports to the ERB Benefits Accounts Section Manager but is expected to report to the ERB Division Customer Service Operations manager once hired.  It supervises up to 12 (MAS3s and MAS4s).  It provides leadership, mentoring, and direction to staff to ensure they meet ERB Division Customer Service Unit performance standards and work expectations.
 
This position serves as a back-up to the other ERB Division MAS5 Supervisor.  This position may also serve as a back-up to the ERB Division Customer Service Operations Manager position (once hired) in his or her absence.
 
Some duties of this position:

  • Supervise up to 12 full-time employees (MAS3s and MAS4s).  Direct and oversee staff work for PEBB and/or SEBB retirees and self-pay benefit accounts and members' calls.  Monitor staff performance measures focusing on results orientation, principle driven, teamwork, respect, listening, creativity, customer/user orientation, and empowerment.
    • Provide assistance and guidance to staff, internal and external stakeholders on complex eligibility and/or member enrollment issues, data processing, application of agency management information system, and procedures utilizing various databases and systems
  • ERB Division Accuracy and Internal Training, Pipkins Scheduler Coordination, and Project Participation.
    • Establish and coordinate work with peers that affect the ERB Division Customer Service Unit team.
    • Coordinate with the ERB Division Accuracy and Internal Training team and ERB Division Customer Service MAS4 to develop or assist with the design or revisions of operational procedures, system development, and processes to implement new initiatives, legislative or federally mandated, or for research of eligibility issues, interpretation of WACs, RCW, program policies, and procedures.
Requirement of this position:
This position does not qualify for a telecommuting arrangement.  In addition, to ensure customer service needs, this position is required to work between the hours of 8:30am– 5:30pm.
 
Required Education and Experience:
A Bachelor's degree and four years of experience providing direct client services or counseling of customers in the areas of health insurance, disability, or other related health benefits; public assistance eligibility determination; health insurance premiums/claims processing, adjusting, and investigation; or other medical premiums/claims related experience.
OR
One year as a Medical Assistance Specialist 4.
OR
Two years as a Medical Assistance Specialist 3. 
Experience providing direct client services or counseling of customers in the areas of health insurance, disability, or other related health benefits; public assistance eligibility determination; health insurance premiums/claims processing, adjusting, and investigation; or other medical premiums/claims related experience will substitute, year for year, for the required education.
 
Preferred Qualifications:
Knowledge of agency and state rules regarding the Public Employees Benefits Board Program.
Demonstrated supervisory experience.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
