We are accepting applications to fill a Clinical Psychologist I vacancy in Santa Maria for the Behavioral Wellness Department's Adult Forensic Program ["Justice Alliance"]. We are also accepting applications to establish employment lists for future Full-Time, Part-Time, Extra Help (Temporary), and CSR (Civil Service Rule) 1414* vacancies.
 
PLEASE NOTE THAT this position may need to split time between three (3) regional courts in
Santa Barbara, Lompoc and Santa Maria.
The work schedule for this position will depend upon the needs of the Department.

*1414 vacancies may occur as a result of a leave of absence (Civil Service Rule 1414) and the duration of the appointment shall be subject to the return of the individual who is on leave. A person who is appointed to a position under Civil Service Rule 1414 may be able to transition into a regular position in the classification without re-application or re-testing, depending on the performance of the appointee and the needs of the department.

Current Vacancy in the Adult Forensic Program. Known as the "Justice Alliance" program, this program works closely with court partners and law enforcement to facilitate access to behavioral healthcare services for individuals with mental health problems. Practitioners participate in mental health treatment courts and provide services aimed at preventing recidivism. Under sections 1370-1372 of the California Penal Code, they work closely with misdemeanor defendants whom the court has deemed incompetent to stand trial and they provide inpatient and outpatient competency restoration treatment. They also collaborate with behavioral health professionals in the Santa Barbara Jail and help facilitate access to outpatient services for offenders released to the community. Justice Alliance team members work in all three regional courts (Santa Barbara, Lompoc, and Santa Maria) and at times testify as to their clinical findings. They occasionally work within the jail and inpatient facilities and collaborate with their counterparts in those settings.
 
THE POSITION:  A Justice Alliance Clinical Psychologist I works under the direction of a Team Supervisor and provides team-based care in conjunction with LMFT/LCSW Practitioners, other Clinical Psychologists, Recovery Assistants, Case Workers, a Psychiatrist and a Psychiatric Technician. The Clinical Psychologist I may be based in either region but travels across the county as needed, working with counterparts in the courts, Office of the Public Defender, District Attorney and Sheriff's Department to ensure an efficient exchange of information and effective collaboration. The person in this position conducts evaluations and provides treatment to ensure individuals in the criminal justice system are able to efficiently access behavioral health services.
 
The Ideal Candidate will have:
 
  • Experience working within the courts and/or criminal justice system.
 
  • Knowledge of California Penal Code laws governing competency to stand trial and experience conducting evaluations or providing restoration services to individuals deemed incompetent to stand trial.
 
  • Understanding of procedures governing mental health treatment courts and experience working in conjunction with the courts to provide diversion programs for individuals with behavioral health and substance use problems.
 
  • Strong oral and written communication skills and experience providing clinically-relevant information to criminal justice system partners. Proficient with Medi-Cal documentation standards and the use of electronic health records.
 
  • Strong interpersonal skills and ability to work collaboratively in multidisciplinary settings.
 
  • Strong diagnostic skills and expertise providing treatment to individuals who experience serious and persistent mental illnesses and substance abuse.
 
  • Ability to collaborate with court personnel to facilitate efficient work flow for criminal defendants and probationers referred to behavioral health treatment.
 
 
THE DEPARTMENT: The County of Santa Barbara's Department of Behavioral Wellness is responsible for ensuring the provision of mental health services mandated by the State of California for children with serious emotional disturbance, adults with serious mental illness, and all Medi-Cal beneficiaries with specialty mental health needs.  Our Mission is to promote the prevention of and recovery from addiction and mental illness among individuals; families and communities by providing effective leadership and delivering state-of-the-art, culturally competent services that are guided by measurable client-specific outcomes. Behavioral Wellness annually provides treatment, rehabilitation and support services to approximately 7,600 clients with mental illness and 4,500 clients with substance use disorders. Examples of Duties

  1. Provides comprehensive assessment, treatment planning, treatment and case management to seriously and persistently mentally ill adults and emotionally disturbed children with co-existing alcohol and drug abuse disorders; documents clinical activity; presents diagnostic and interview findings, clinical evaluations, and recommendations for treatment and rehabilitation of patients; consults with physicians and psychiatrists about findings of medical or physical examinations and the need for further special testing or treatment; selects, administers, and evaluates psychological testing.
  2. Conducts structured rehabilitation and impairment/symptom focused groups, family education and support groups; and provides field evaluations, treatment, and case management as needed.
  3. Evaluates patients for suicide and violence risks; conducts assessments for involuntary hospitalization; provides crisis intervention services in the field or in the office; appears in court regarding recommendations, reports, and contested actions.
  4. Provides psychological evaluations, treatment, and consultation at the jail and locked unit sites.
  5. Participates in quality assurance programs and in interdisciplinary-team reviews of staff clinical activity.
  6. Establishes and maintains collaborative relationships with other agencies.
  7. Provides training and supervision of interns and other staff as assigned; reviews and approves diagnoses and treatment plans of other mental health staff.
  8. Provides professional consultation to department administration in the development of clinical programs and policies.

Employment Standards

  • Current license to practice as a psychologist, AND pre-licensure or post-licensure experience working with the seriously and persistently mentally ill adults or emotionally disturbed children. Initial appointment may be based on licensure in another state;
  • License granted by the California Board of Psychology is required within two (2) years of appointment, as a condition of continued employment.
     
Additional Qualifications: Possession of a valid California Class C Driver's License is required.

Knowledge of: psychopathology; rehabilitation of seriously and persistently mentally ill adults or emotionally disturbed children; administration and interpretation of psychological tests; computer-assisted psychological tests; assessment and treatment intervention appropriate with the seriously and persistently mentally ill adults or emotionally disturbed clients; crisis intervention management; alcohol and drug abuse disorders; descriptive and inferential statistics; community resources available for clients.

Ability to: read and interpret best practices and research practices for service and program evaluation; work collaboratively with staff of various disciplines and with partner agencies; write accurate and comprehensive assessments and reports with clarity and precision; conduct various types of group therapies; conduct clinical interviews and draw treatment inferences; work effectively with seriously and persistently mentally ill adults or emotionally disturbed children, and their families; educate and support family members; develop and present staff conferences and training programs.

The appointee must satisfactorily complete a probationary period of twelve (12) months.
