Description


The City of Anaheim Public Utilities Department is seeking a highly experienced and team oriented Line Mechanic to install, remove, maintain, operate, repair and test overhead and underground high and low voltage electrical distribution systems and sub-transmission electrical systems.  The ideal candidate is team-oriented, customer-service driven, and is technically intuitive.

Employees who meet qualifications, training, and certification requirements may be eligible to receive high voltage rubber gloving assignment pay of 6% and/or high voltage hazard pay of 4%.

Essential Functions

  • Drive and operate line and bucket trucks and other equipment used in the maintenance of high and low voltage electrical distribution systems.
 
  • Frame, erect and climb poles; install wire, cable, cutouts, switches, transformers, utility communication cables and other equipment to construct and maintain high and low voltage electrical distribution systems and sub-transmission electrical systems.
 
  • Install meters and current transformers; transfer high and low voltage conductors from one structure to another.
 
  • Cut gains and install cross arms, pins and insulators.
 
  • Use live line tools and high voltage electrical distribution and utility communications circuits by removing poles, cable, conductors, cross arms, and transformers using a variety of tools and equipment including skids, derricks, and hoists.
 
  • Repair street light standards and wires and install new lights and fixtures.
 
  • Install and remove services from poles and transformers; Install and terminate synthetic cable.
 
  • Interpret electrical plans, drawings, prints and joint pole authorization.
 
  • Use hoist, grip, rope, block, baker board (insulated platform) and other tools.
 
  • Take oil samples from high and low voltage electrical distribution equipment for testing.
 
  • Arrange material pulled up by helper or winch.
 
  • Account for material and time.
 
  • Perform related duties and responsibilities as required.

Qualifications

Candidates must have journey-level experience as an Electrical Line Mechanic.

Candidates must possess extensive knowledge of the principles of electrical distribution, sub-transmission; the operation, construction, repair and maintenance of distribution and sub-transmission lines, cables, transformers and related equipment; the tools, practices, terminology and the safety precautions for the line mechanic trade; electrical theory as applied to circuits and wiring systems, with the ability to interpret electrical plans and prints.

Candidates must demonstrate the ability to operate line trucks and auxiliary hydraulic equipment attached to line trucks and bucket trucks; use hot sticks on 12 KV and above voltages; climb and work alone if necessary; climb poles, splice wires, use hotline tools and work in aerial devices; establish and maintain effective working relationships with supervisors, other employees and the public.

Candidates must demonstrate the ability to stand, use hands, arms, and legs, stoop, and bend, and lift up to 100 pounds.

Candidates must be in possession of, or ability to obtain a valid Commercial Class "A" California Driver's License, with Air Brakes endorsement, within 12 months of appointment. 

Candidates must obtain a Rubber Gloving Certification within 12 months of appointment.

Candidates must be in possession of a Journeyman Certificate.

This position is subject to random drug and alcohol testing required by the Department of Transportation (D.O.T.).

Candidates must be willing to participate in after hours, planned and emergency work.  May be assigned (but not limited to) to work Tuesday through Saturday shift or Monday through Friday shift.

RETIREMENT – Anaheim employees become members of the California Public Employees' Retirement System (CalPERS).

Employees hired on or after January 1, 2013, who are existing CalPERS Classic members or members of a public retirement system with reciprocity with CalPERS, will be enrolled in the 2.7% @ 55 CalPERS retirement benefit formula. Employees' shall contribute eight percent (8%) of the employee contribution and four percent (4%) of the employer contribution, for a total of twelve percent (12%).
 
Employees hired on or after January 1, 2013, who have never been CalPERS members, or are members of a public retirement system (CalPERS or reciprocal) but have a break in service longer than six (6) months, will be enrolled in the 2% @ 62 CalPERS benefit formula. Employees currently contribute six and three-quarter percent (6.75%) for this retirement benefit.

Employees hired after March 31, 1986 pay 1.45% towards the Medicare Plan. The City does not participate in Social Security.

Note: Pension contribution limitations set by the Public Employee Pension Reform Act (PEPRA) are $140,424 for new members or $265,000 for Classic members.
 
Employee contributions will be deposited into a 401(a) account after reaching this limit.

RETIREE HEALTH SAVINGS PLAN (RHS) – Employees will be enrolled in a Retiree Health Savings Plan funded by a City contribution and an employee contribution. This plan allows employees to save on a tax-free basis for medical expenses incurred in retirement. Participation and specific plan components are based upon unit of representation and hire date with the City.

POST RETIREMENT MEDICAL BENEFITS TRUST FUND – Employees will be enrolled in the Trust Fund funded by a City contribution and an employee contribution.  The employee mandatory contribution is 4% of base pay biweekly.

HEALTH PLANS – The City offers two (2) HMO and two (2) PPO health plans that provide coverage for employees and their family members. Vision coverage is included at no cost. Employees may waive medical coverage and receive an opt-out credit when providing proof of coverage through another medical plan.

DENTAL PLANS – The City offers employees two (2) dental insurance plans that provide coverage for employees and their family members. One plan is at no cost to the employee.

OTHER INSURANCE BENEFITS – The City offers and participates in the payment of a group life insurance program for employees and their eligible dependents. Short-term and long-term disability (STD and LTD) insurance coverage is provided at no cost to the employee.

LEAVE PROVISIONS - Employees accrue sick leave at the rate of three (3) hours per pay period for an annual accrual rate of seventy-eight (78) hours per year. Payment is made each January to employees for all accumulated hours in excess of one-hundred seventy-five (175) hours. Vacation hours are accrued at the rate of four (4) to nine (9) hours per pay period, depending upon length of service. Employees are eligible for vacation leave upon completion of thirteen (13) pay periods. Ten (10) paid holidays are provided annually.

MISCELLANEOUS BENEFITS – Anaheim offers two (2) tax saving opportunities through the Health Care and Dependent Care Flexible Spending Account that reduces taxable income. The City offers a voluntary 457 Deferred Compensation Plan for an additional tax-deferred savings option. Anaheim offers an Employee Assistance Program, REACH, free of charge to employees and family members. Some departments offer employees the opportunity to work an alternate work schedule. The Employee Transportation Center offers a Rideshare/ Transportation Incentive Program to minimize travel time and costs. Access to a credit union provides City employees with a variety of products, services and benefits.
