About the Position

The Health Technology Solutions (HTS) provides technology solutions and management in support of the agency's mission, strategic plan, and the agency's IT Portfolio.  The Office of Application & Data Services (ADS) provides high-quality technology services by developing and implementing reliable IT systems, providing and supporting mechanisms for collecting, managing, and presenting data to ultimately maximize its usefulness for public health decisions and business functions.

The Senior-Level Software Developer provides advanced technical level IT services. It supports the agency's mission, strategic plan, the agency's IT Portfolio, and the HTS Strategic Plan by designing, developing, testing, implementing and maintaining multi-dimensional web-enabled information systems used to provide, manage, monitor and assess data required to make informed decisions at the enterprise, division and business unit level.  This position support's the business's ability to be a community health partner using innovative methods to provide quality health information, assessment services for taking public health actions, and conducting assessment activities to improve the health of the people of Washington.

The incumbent of this position understands business problems and opportunities in the context of state and federal rules, requirements and guidelines and recommends solutions that lead to strategic planning deliverables and enable the organization to achieve its goals.

These are two full-time permanent IT Specialist 4 (ITS 4) positions within Health Technology Solutions – Application and Data Services.  This recruitment may be used to fill other ITS 4 positions within the unit.

What will you be doing? – Duties include:

• Evaluating requirements, estimate development times, design, develop, test, implement, and maintain software in both in-house and cloud-hosted environments.

• Addressing potential defect areas in complex systems and ensuring compatibility between sub-systems and dependent systems.

• Utilizing database management tools to design, develop, & maintain applications and relational databases.

• Compiling simple to highly complex stored procedures, user defined functions, views and queries using T-SQL syntax that are well-structured and re-usable.

• Developing and supporting simple to highly complex ETL (Extract, Transformation, and Load) processes to replace manual data extract, transformation, and load processes for DOH supported systems.

• Completing data extract and reporting.

• Conducting system and Unit Testing for supported systems.


Required Qualifications

• Option 1: An Associate's degree or higher in Information Technology program or a closely related field; AND two (2) years (full-time equivalent) of information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects; providing customer or technical support in information technology.

OR

• Option 2: Four (4) years (full-time equivalent) of information technology experience such as consulting, analyzing, designing, programming, installing and/or maintaining computer software applications, directing projects; providing customer or technical support in information technology.

AND

• Two (2) years (full-time equivalent) of professional experience in the software development field.

• Demonstrated experience in the following:

o Using Microsoft Visual Studio and other Software Development tools to develop and maintain division or agency level systems.

o Evaluating requirements, estimating development times, designing, developing, testing, implementing and maintaining .NET applications and web services, WCF, C#, .NET Framework, ASP.NET, MVC, Web Forms, JavaScript, JQuery, T-SQL using Software Management tools such as Team Foundation Server (TFS).

o Using Microsoft SQL Management tools to develop and maintain back-end codes and database objects.

o Managing/configuring Web Servers such as Internet Information Services (IIS).

o Working with relational databases.

o Interpreting user requirements and software design documentation to be used for software development.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
