POSITION DESCRIPTION

The Building Safety Department, as a division of the City of Rochester, Minnesota, administers and enforces the building code statutes and other related municipal ordinances (including the rental property code) which provide for minimum standards of building construction and use for the health and safety of the public.

Pay Scale:

$13 to $15 per hour depending on education / experience.

Work Schedule:

Monday through Friday - 8:00 am to 5:00 pm; no holidays or weekends. Position to begin in late May and to continue for up to 67 - 100 working days*.

Nature of Work
This temporary position performs a variety of clerical and technical support duties within the Plan Review and Permits Services Division of the Building Safety Department. Work involves a high degree of public contact in assisting with plan submission and the permit application process as well as knowledge of applicable building codes in order to recommend the issuance or denial of building permits.

*Pursuant to MN Statute, seasonal assignments are limited to 67 working days per calendar year or 100 working days per calendar year if the employees are under the age of 22, are full-time students enrolled in a nonprofit or public educational institution prior to being hired by the employer, and have indicated, either in an application for employment or by being enrolled at an educational institution for the next academic year or term, an intention to continue as students during or after their temporary employment.
 
The position is open until filled. 

DUTIES AND RESPONSIBILITIES

*Assists public with the submission of plans and permit applications

*Advises contractors and citizens on ordinances, codes, and safety requirements

*Reviews minor residential building plans for conformance to codes and recommends the issuance or denial of permits

*Issues permits for approved applications

Assists department staff with clerical and data entry duties as needed

Miscellaneous

Performs other duties as assigned or necessary.

*ESSENTIAL FUNCTIONS

MINIMUM QUALIFICATIONS

Education and Experience
Currently enrolled or completion of post-secondary education in architecture, construction management, engineering or related academic discipline and/or two years of practical experience involving the preparation of building plans or the construction of residential buildings.

ADDITIONAL INFORMATION

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of: the principles, practices, methods, techniques, tools, materials and equipment used in building structures.

Skill in: the use of personal computers and office machines and equipment; and data entry operations and applications.

Ability to: interpret building regulations, policies, procedures and codes; utilize appropriate customer relations skills; read and interpret simple blueprints; communicate effectively with a diverse public; develop and maintain effective working relationships; follow oral and written instructions; and adhere to prescribed procedures.

PHYSICAL AND ENVIRONMENTAL CRITERIA

The position requires a majority of time spent standing, walking, and sitting.

Weights of objects to be lifted, pushed/pulled or carried will range from ten (10) to fifty (50) pounds.

Some climbing of stairs is required, as are awkward movements such as bending, squatting, stooping, and reaching.

The workday is spent predominately indoors with limited contact or exposure to extreme heat, cold, dust, or fumes.

Good sensory skills are important (sight, hearing, speech)
