The current vacancies for Deputy Executive Officer (DEO) report to various executive level County Officers depending on assignment and work closely with or oversee County departments in the Community Services Group, Development and Support Services Groups or the County Finance Office.  These departments enhance the quality of life of our residents, enrich our communities, advance the growth and development of the County, provide internal support to other County departments, oversee County-wide financial operations and the County Budget, and are the forward facing recreational services for the County.  They are: 

Community Services Group: Agriculture/Weights & Measures; Airports; Library;  Museum, Regional Parks; and Registrar of Voters
Development and Support Services Group: Fleet Management; Information Services; Land Use Services; Public Works; Purchasing; Real Estate Services; Risk Management; and Special Districts
County Finance Office: County Budget; Forecasting & Strategic Planning; Revenue & Debt Administration; and Capital Improvement Oversight
 
Key responsibilities include
  • Provide support and expertise to assigned departments in areas of organizational development, budget oversight, capital improvements, contract administration, program development, etc.
  • Manage special projects as assigned by the Executive Officers; direct the work of departmental staff responding to requests and involved in projects for the Board and the CEO.
  • Provide effective support and leadership to staff and department heads as a partner and mentor; coordinate interdepartmental programs and assist in conflict resolution.
  • Assist departments in formulating policies, plans, programs and goals and objectives for improvement in efficiency, economy and community/public relations.
  • Recommend plans and coordinate capital improvement projects; assist departments in developing policies, workload statistics, and space requirements.
  • Review new and existing legislation to determine impact on county programs and operations and make recommendations; propose new legislation; be aware and anticipate policy and/or press release impact on County and advise the Executive Officers and elected officials accordingly.
  • Represent the County on Joint Powers Authority and Local Agency Formation Commission matters; coordinate services and financing with local, state and federal agencies.

Desired Qualifications

Qualified Candidates will possess a Bachelor's Degree and five (5) years of administrative and/or management experience in a complex organization with responsibility for program administration, project management, budget development and financial analysis, and intergovernmental liaison; experience in the public sector that includes in-depth knowledge of regulatory compliance, policy development, and capital improvement and development projects is highly desired

Excellent financial and political acumen, and strong interpersonal skills are required to effectively manage key programs, and work with staff and other County departments, local cities, state, and federal agencies. The successful candidate will be effective at building and maintaining a culture that is trusted within the organization, as well as in the community; and who can build professional credibility through open and honest communication and transparency. While candidates are not expected to have expertise of all associated divisions, an established or emerging leader with a proven track record of continued career growth, the desire to efficiently learn all aspects of the position quickly, and a commitment to the organizational vision and mission are a must – a passion for the work and a sense of humor are helpful.
