  • Researches, analyzes and resolves customers' problems and inquiries.
  • Assists in locating personnel in the City of Houston to respond to citizens' requests for city services.
  • Receives telephone calls using the automatic call distribution system and computer-based work management system to provide customers information on services requested.
  • May receive calls for non-dispatch police services.

DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Supervise classified and civilian attorneys and administrative personnel in the review and implementation of the investigative and disciplinary processes of the Houston Police Department ("HPD").  Attend case review briefings with Executive and Command Staff.  Attend disciplinary review hearings with Chief of Police and chain of command. Handle or assign projects assigned by Deputy Director of Legal Services which may involve litigation management, research and analysis of complex legal issues and draft of legal memoranda or agreements.  Field and address both formal and informal inquiries from members of HPD, other City departments, citizens, governmental agencies and businesses. Coordinate handling of disciplinary appeals and other issues arising under Chapter 143 of the Texas Local Government Code, Meet and Confer Agreement or city ordinance with attorneys in City Legal. Address and manage HEAR evaluations, reviews and meetings, and address employee labor-related matters such as attendance and performance for both classified and civilian personnel.  Attend, participate and make presentations in command level meetings, training and assignments as a captain equivalent civilian supervisor. Will perform all duties as assigned.
 
WORKING CONDITIONS
There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions.

Duties

EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a related field.
 
EXPERIENCE REQUIREMENTS
Seven years of professional experience in public administration, management or a closely related field are required. Directly related professional experience may be substituted for the education requirement on a year to year basis.
 
LICENSE REQUIREMENTS
None.

Qualifications

High preference will be given to applicants with a Doctor of Jurisprudence.
Preference will also be given to candidates familiar with Chapter 143 of the Texas Local Government Code.
Selected candidate must have license to practice Law in the State of Texas
