Description

This classification provides professional-level oversight and management of the County's Risk Management office. Responsibilities include identifying and managing risk exposures facing the County, protecting assets of the organization, planning, managing and implementing safety programs, and ensuring a safe, healthy, and accident free work environment for all county operations. This position should manage, and coordinate all aspects of Risk Management including, but not limited to safety programs, training, acquisition and administration of insurance policies, contractual risk matters, claims and litigation.  General supervision and work are provided by the Director, Human Resources and Risk Management.

Examples of Duties

 Plan, manage and implement the County's Risk and Safety programs and related records, to include loss prevention, hazard analysis, educational programs, safe work environment initiatives, vendor performance, contract review, and related efforts to minimize exposure to the County and potential liability.

Develop and coordinate safety and loss control functions of the organization by conducting site visits, inspections and incident/accident investigation and research for problem resolution.

Develop and implement programs to reduce accidents, occupational illnesses, and exposure to health hazards, as well as safety training for management and staff, and conduct inspections, emergency preparedness planning and activities, proper task instruction, new employee orientation, and observation and analysis of employee work habits.

Identify risks by reviewing internal loss statistics, loss runs, risk management financial practices and job hazard analysis, and make presentations and recommendations to County leadership and the Board of Commissioners as required.

Investigate accidents, incidents, and reports of unsafe conditions and make recommendations for corrective or preventive safety measures.

Determine and make recommendations for the appropriate levels of insurance, deductibles, and/or retention types for the County's insurance plans.

Administer payments on claims-related expenses, negotiate settlements within specified resolution authority, and make settlement recommendations to designated legal staff, in conjunction with appropriate settlement authorities and County leadership as required.

Oversee and manage the administration of the County's workers' compensation and safety programs, and implement new initiatives as required.

Facilitate accident reviews, training, and update safety and risk policies, procedures and programs, based on identified needs of County departments and changes in regulations and legal requirements.

Review and make recommendations for budget planning and overall administration of related risk and safety programs, services and needs.

Coordinate and conduct special projects and assignments as required.



 

Minimum Qualifications

Bachelor's Degree in Business Administration; Risk Management or related field (Master's Degree preferred).

Five (5) years related work experience in risk management or assessment, insurance, safety and loss control or related field.

A combination of education, training and work experience equivalent to #1 and #2 above, with the requisite aptitude and skills for the job, may be considered.

Requires professional safety/risk certification.

Must pass a criminal and personal background check, and pre-employment physical examination including drug screen. 

Must have a valid Georgia driver's license, or have the ability to obtain one within 30 days, and must maintain a satisfactory driving record.

Knowledge, Skill, Abilities/ Supplemental Information

Demonstrated knowledge of risk management, insurance administration; claims management, loss control principles and practices, federal, state, and local laws and insurance codes and regulations applicable to risk and safety programs.

Demonstrated knowledge of fleet/machine shop maintenance safety, park/playground safety and inspections, temporary traffic control designs, highway work zones and municipal/governmental public safety operations.

Proficiency in Microsoft Office suite, Outlook and other relevant computer applications.

Ability to handle multiple interruptions and adjustments to priorities through the day; excellent organization, planning and execution skills; and strong attention to detail.

Excellent ability communicate clearly and concisely, both orally and in writing, and ability to read, understand and interpret accident, safety, financial and legal reports and related materials to propose alternative solutions to problems.

Ability to research, analyze and evaluate statistical data.

Demonstrated ability to use professionalism, tact and courtesy in dealing with employees and the general public, and demonstrated ability to lead project teams.

Ability to maintain effective rapport and build relationships with internal stakeholders and external customers.

Ability to maintain confidentiality, exercise sound judgment, and make decisions in a manner consistent with essential job functions, and demonstrated ability to effectively manage multiple projects.

Annual Leave

Annual Leave (vacation) is earned as follows:

  • 0 months – 5 years: 10 days per year
  • 6 years – 15 years: 15 days per year
  • 16 years – 20 years: 20 days per year
  • 21 years and over: 23 days per year

Sick Leave is earned at the rate of one day per month for a total of 12 days per year.

Employees receive nine paid holidays per year.

Insurance benefits are offered to employees working over 32 hours per week.

New employees are eligible for insurance coverage on the first day of the month following one full month of employment.

Retirement is managed by GEBCorp. Employees are required to contribute a percentage of annual salary for the Defined Benefit Program. Also available is an optional 457b Deferred Compensation Program.
