Definition

This is a mid-level, Full-Time, Technical position in the City's Financial Services Department.  An individual in this position has a strong financial accounting background, as required to handle the processing of biweekly payroll and associated financial transactions.  He or she conducts research, data analysis, reconciliations and serves as Lead Payroll professional.  Reporting to the Director of Financial Services, or designee, the incumbent works with the Human Resources Department staff, City Council, active and retired employees and third parties to ensure the processing of the City's payroll

Examples of Work

  • Leads the Payroll section of the Financial Services Department;
  • Serve as Team Lead in the daily processing of all payroll related transactions for the City;
  • Provide high level customer service, consistent with a High Performing Organization, when dealing with City Council, constituents, vendors and other governmental agencies;
  • Reviews time & attendance records submitted by employees in all City departments to ensure conformance with appropriate administrative policies, laws and established procedures;
  • Communicate with department personnel to quickly resolve reported or identified discrepancies;
  • Verify pay adjustments, corrections, increased, increases and related data for all current payroll periods;
  • Rreviews, edits documents, corrects errors and balances payroll for each pay period;
  • Prepares and maintains all payroll processing documents and payroll reports according to established protocol;
  • Submits regular reports to State and Federal agencies, including data on expenditures, employment, municipal finances, wages, and hours;
  • Compiles data and prepares monthly, quarterly, and annual financial reports relating to assigned functions;
  • Carry out necessary payroll tax payments and other necessary deductions, and files payroll taxes as required;
  • Maintains, and whenever possible, increases productivity by streamlining payroll processes and coordinating information requirements;
  • Demonstrates independent thinking skills and problem solving abilities in a fast-paced environment.
  • Continuously displays strong work ethic, professionalism, and self-motivation.
  • Maintains technical knowledge or specialty proficiency by attending educational workshops; publications and contributes to team effort by meeting or exceeding established goals and/or objectives as directed;
  • Perform oversight and reconciliation by inputting data into the city's financial system, compiling reports and presenting data.
  • Participate in evaluation and design of internal and external workflow and processes and complete special projects as assigned by Financial Services management.
  • Processes correct garnishment calculations and compliance as ordered by the Attorney General or related authority;
  • Reconcile all payroll related general ledger accounts;
  • Prepares payroll related schedules and respond to audit requests,
    year-end processing and accruals;
  • Maintains proper control and procedures in processing payroll transactions;
  • Assists with or performs special projects as assigned.
  • Performs other related duties as assigned;
  • Subject to 24 hours recall

Education, Experience, or Certification

A bachelor's degree in Accounting, Finance, or a closely related field, from an accredited college or university, and a minimum of three (3) years related related professional (municipal, private, state, federal institution of higher education) experience required.

Desired qualifications includes: prior payroll experience, excel and outlook proficiency;
