THIS RECRUITMENT IS OPEN TO THE PUBLIC
The eligible list established through this recruitment will be used to fill current and future Administrative Manager III positions within the specialty of Medical Director - Behavioral Health Services at the Health Care Agency (HCA) until the next recruitment opens.  This list may also be used to fill positions at a similar and/or lower classification throughout the County of Orange.

OPPORTUNITY
This position plays a key leadership role as the Medical Director in the Behavioral Health Services (BHS) Administrative program.  The position provides planning, directing and coordinating of all clinical functions within BHS.  As the Medical Director of BHS, you will have significant responsibility formulating policy and managing the overall activities within your assigned programs/facilities.  As a licensed physician in the State of California you will have the responsibility of overseeing "all those acts of diagnosis, treatment, or prescribing or ordering of drugs" for community mental health programs at HCA working as the Medical Director in BHS.

Essential Duties Include:
  1. Plans, directs, and coordinates psychiatric care of countywide behavioral health clinical programs; supervises, reviews, and evaluates the work of employees assigned to such programs.
  2. Serves as clinical advisor to BHS clinical areas: psychotropic treatment, medications, mental health care of patients, and evaluation of program practices.
  3. Reviews and evaluates County and contracted children/adult mental health services for conformance with federal, state, and local laws, regulations, and standards.
  4. Develops and implements clinical standards for children/adult mental health programs; develops and recommends service delivery plans for County-wide, regional, and specialty services.
  5. Directs staff in the development, implementation, and evaluation of quality assurance and utilization review plans, goals, and programs.
  6. Develops criteria for behavioral health programs and recommends criteria for public behavioral health care agencies or facilities.
  7. Prepares executive-level reports and correspondence.
  8. Assists in preparing presentations to the Board of Supervisors and members of other legislative authorities.
  9. Represents the County at meetings or conferences with other public and private agencies, organizations, or councils.
  10. Performs special studies and projects as assigned by executive managers.
  11. Performs other duties as assigned.

  • Concepts and terminology of mental illness and emotional disorders
  • Concepts and principles of patient advocacy related to mental disorders
  • Practice of general medicine related to the treatment of mental illness
  • Methods and techniques of diagnosing and treating mental health patients with psychiatric disorders
  • Preventive psychiatry including primary, secondary, and tertiary phases
  • Federal, State, and local health laws, regulations, codes, and standards related to mental health care programs and services

  • Supervise, train, and evaluate the work of subordinate staff

REQUIRED LICENSES, CERTIFICATIONS OR REGISTRATIONS
A valid license to practice medicine in the State of California which must be maintained throughout employment in this class, is required at time of appointment. (Please attach copy to your application)

A valid California Class C driver's license, which must be maintained throughout employment in this class, is required at time of appointment, or the ability to arrange necessary and timely transportation for field travel. Employees in this class may be required to use their own vehicle.

A valid National Provider Identification Number (NPI) is required at the time of employment. Incumbents are required to maintain the NPI throughout employment in this class.

MINIMUM QUALIFICATIONS
  1. Qualifying candidates will possess a valid license to practice medicine in the State of California AND,
  2. Graduation from an accredited medical school and completion of a three (3) year residency in psychiatry; AND,
  3. A certificate from the American Board of Psychiatry and Neurology in psychiatry; AND,
  4. Three (3) years of progressively responsible experience as a Psychiatrist, one (1) year of which must have included management experience planning, directing, and coordinating the activities of a psychiatric hospital or other facility that provides multi-disciplinary medical and mental health care.

COMPENSATION AND BENEFITS
The anticipated hourly hiring range for this position is $58.39 - $100.29 - depending upon qualifications.
