Position Information

The Department of Technology Services (DTS), recognized for the second consecutive year as the number one Digital County in the Nation, seeks an experienced Information Technology (IT) Program Manager to build on the foundation of the Project Management Office (PMO). Reporting to the Chief Information Officer (CIO), this Program Manager works closely with leadership within DTS, County agencies, and internal and external stakeholders to ensure these projects align with the County's IT strategy.

The PMO has been established to serve as the competency center for technology projects across the County and to support County agencies with the execution of technology related projects. The role of the Manager is to communicate the vision and drive the enterprise-wide adoption of IT project management and to lead and strategize the use of the PMO. Overall responsibilities include establishing standards and procedures to be followed for project management, methods of communication to be deployed, and the desired standards for citizen and user engagement. This individual focuses on project execution, managing change, developing measurable outcomes, guiding these projects to completion, and creating an awareness and understanding of the County's current and future technological needs and capabilities.

Specific duties include:

  • Providing insight and guidance to influence and promote the value of the PMO office to internal and external stakeholders within the organization;
  • Establishing and maintaining positive relationships with County agency staff to determine system and process requirements, develop solutions and options, perform cost analysis, and manage approved efforts to successful conclusion;
  • Serving as the first point of contact for project management inquiries, providing counsel on all matters related to strategy, project management and execution of technology initiatives;
  • Leading and supervising PMO staff and contractors; selecting internal and external project managers for IT initiatives;
  • Implementing standardized project tracking and reporting tools, and performance indicators while overseeing project milestones/objectives and the delivery/completion in a matrix structure;
  • Coordinating with the DTS Investment Review Board (IRB) to manage the intake, assessment and adoption of new technology initiatives;
  • Serving as a liaison to the Technology Leadership Committee (TLC) and supporting leadership in communicating the PMO and OCIO value contribution; and
  • Overseeing the development and maintenance of IT policies, procedures, methodologies, governance, and performance management frameworks and metrics.

The ideal candidate is a creative problem solver with excellent customer relationship management skills, who has demonstrated experience leading and directing the work of others and ensuring the most effective use of available technology. Also, essential to this role is strong oral and written communication skills and the ability to influence change.
 

Selection Criteria

Minimum: Bachelor's degree in Computer Science, Information Systems Management, Public Administration or a related field, and substantial experience managing complex IT projects that involved working with stakeholders, coordinating the work of others including contractors, and managing/coordinating project resources (financial, staff, and capital) though the use of modern project management tools. 

Substitution: Additional qualifying experience may substitute for the education requirement on a year-for-year basis.

Desirable: Preference may be given to candidates who hold a current PMI Project Management Professional (PMP) Certification and/or who have experience in multiple environments such as government, health, finance, or other citizen/client/customer focused organizations.

Special Requirements

Additional Information

Preferred work hours are Monday through Friday 8:00 a.m. and 5:00 p.m. 

This position is part of an alternative pay program that includes career path and pay-for-performance elements. Starting pay within the band is based on a review of qualifications and experience. Pay potential will be based on performance and development.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave: Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance: Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance: A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement: The County offers three vehicles to help you prepare for retirement:  a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457).  The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County.  You contribute a portion of your salary on a pre-tax basis to this plan.  General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan. 

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan.  The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit.  New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.


Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.


Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above.  They are also eligible for vacation, sick leave, and paid holidays. 

Temporary Seasonal and Occasional Appointments: 
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
