We are accepting applications to fill one (1) full time Public Health Nurse, Supervising position in Santa Barbara with the Disease Control and Prevention Program.

About this Position: Under general direction, promotes community health through detection, prevention, and control of disease; provides assessment, case management, education, and counseling in the care and prevention of illness and injury and in wellness promotion; supervises the public health nursing function of a program or clinic; and performs related duties as required.

The Disease Control & Prevention Programs work to prevent and control communicable disease outbreaks, promote health, and monitor the health status of our communities. Preventing epidemics and controlling communicable disease is one of the core functions of public health. Communicable Disease staff respond to outbreaks and single cases of communicable disease in order to prevent spread within the community. The Disease Control and Prevention subdivision of the Santa Barbara County Public Health Department is comprised of the Tuberculosis, Communicable Disease, Sexually Transmitted Disease, HIV/AIDS, and Immunization Programs. Click here to learn more about the services provided by the Disease Control & Prevention Program.

Examples of Duties

1. Selects, trains, motivates and evaluates personnel; provides and/or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
2. Directs, coordinates and reviews the work plan for staff; meets with staff to identify and resolve problems; assigns work activities; monitors work flow; reviews and evaluates work methods and procedures.
3. Reviews case management reports and provides feedback to case managers prior to submitting final reports to internal public health partners and state public health branches.
4. Participates in strategic planning, capacity and resource planning for the program; prepares and analyzes reports and statistical data regarding health care services, investigations, program operations and activities.
5. Participates in the development and implementation of goals, objectives, policies, and priorities for the assigned function; develops and monitors protocols and standards for disease surveillance and control; recommends and implements policies and procedures; responds to emergency operations.
6. Participates in the development of the assigned program budget; forecast funds needed for staffing, equipment, materials and supplies; directs the monitoring of and approve expenditures; recommends budget adjustments as necessary; oversees all processes and requirements for grant funding.
7. Under general direction, assesses the growth and changes within the community; plans and provides health services in accordance with community needs and demands. Attends and participates in professional group meetings; stay abreast of new trends and innovations in the field of health care; may serve on a variety of committees internally and externally as assigned.
8. Prepares and conducts presentations at schools, outside organizations, medical and community agencies regarding a variety of public health care issues; establishes positive working relationships with local clinics and physicians.
9. Inspects program areas for safety hazards and cleanliness; ensure compliance with Federal, State and local laws and regulations; review safety and universal precaution standards; implement and ensure compliance by staff.
10. Oversees the coordination of client care with health professionals and paraprofessionals to improve client's health; referrals of clients and/or families to appropriate community or public agencies to obtain services or assistance to improve or maintain social functioning and health; and referrals of clients to physicians when medical intervention is indicated.
11. Coordinates and participates in public health outreach programs targeting specific populations or in response to epidemic outbreaks; interviews and counsels patients; conducts health screenings and assessments; and provides health education presentations to schools and other community groups.
12. Provides direct public health nursing services to clients and their families during communicable disease surge events, outbreaks, extended absences, and as directed.

Employment Standards

Possession of a valid Registered Nurse license issued by the California State Board of Registered Nursing and a certification in Public Health Nursing, AND;


  1. Two (2) years of public health nursing experience, including some lead experience, such as assigning and reviewing work of staff; Or,
  2. Two (2) years of experience performing duties equivalent to the class of Public Health Nurse with Santa Barbara County, including some lead experience such as assigning and reviewing work; Or,
  3. A combination of training, education, and experience that is equivalent to one of the employment standards listed above and that provides the required knowledge and abilities.

Additional Qualifications:
  • Positions allocated to this class may require specialization in target populations, programs, and/or bilingual skills.
  • Independent travel will be required.
  • Possession of a valid California Class C Driver's License is required.
  • Incumbents must be able to work in an environment which may include exposure to communicable diseases and a variety of field conditions.

Supplemental Information

SELECTION PROCESS:

  1. Review applications and supplemental questionnaire: Applications will be reviewed to identify those candidates who meet the employment standards.
  2. Supplemental Questionnaire Ranking: Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 11 qualified applicants.


Applicants must receive a percentage score of at least 70 on the supplemental questionnaire to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s), rank on the employment list, and exact duration of the employment list.

Once a conditional offer of employment has been made, the selected candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks.

Appointee will be subject to a post-offer medical examination.

Appointee must satisfactorily complete a (12) twelve month probationary period.

The Public Health Department (PHD) requires all employees working in direct contact with patients or clients in a high risk environment to comply with the PHD Employee Immunizations policy.  This can be accomplished by providing documentation of immunizations, submitting laboratory immune titers demonstrating adequate immunity, or obtaining required vaccinations.  A list of requirements, based on the specific program, will be sent at the time an offer letter is presented to the selected candidate(s) and initial documentation will be required at this time.
