17th Street Clinic and Employee Health Services


This recruitment is open to the public and being held to establish an Open eligible list to fill current and future Public Health Nurse I/II positions within Health Care Agency (HCA) until the next recruitment.  Applicants are encouraged to apply immediately for first consideration.

This recruitment will be open for a minimum of five business days and will remain open on a continuous basis until 11:59 p.m. (P.S.T.) on the day the County's needs are met.

Candidates who are placed on the eligible list will remain on the eligible list for six (6) months and be considered/referred for selection/hiring interviews. After six (6) months, candidates must reapply to receive further consideration. 

SALARY

Public Health Nurse I (PHN I)

$37.82 - $43.13 Hourly, $6,555.47 - $7,475.87 Monthly

Public Health Nurse II (PHN II)

$39.87 - $45.62 Hourly, $6,910.80 - $7,907.47 Monthly


HEALTH CARE AGENCY

THE PROGRAMS

The 17th Street Testing, Treatment and Care clinic provides free testing, diagnosis, and treatment for individuals over the age of 12 requesting medical care for sexually transmitted diseases (STD). The clinic also offers (HIV) counseling and testing (anonymous and confidential) and provides ambulatory medical care for HIV positive, uninsured patients. The services provided for the HIV Ambulatory Clinic include medical care, case management, financial counseling, health education and risk reduction information.

Employee Health Services (EHS) provides and delivers health and safety programs and services to workers in all Agencies and Departments for the County of Orange.  Employee Health Services strives to create safe and healthful work environments by combining knowledge of health and occupational work demands


THE OPPORTUNITIES

The 17th Street Testing,Treatment and Care Clinic provides free diagnosis and treatment for individuals over the age of 12 requesting medical care for sexually transmitted diseases (STD, STI and VD). The clinic also offers HIV counseling and testing (anonymous and confidential) and provides ambulatory medical care for HIV positive, uninsured persons. Services for the HIV Ambulatory Clinic include medical care, case management, financial counseling, health education and risk reduction information.

HCA's 17th Street Testing, Treatment and Care Clinic is expanding its current services to provide Pre-Exposure Prophylaxis (PrEP) and to promote STD/HIV prevention in the community. As a result, the clinic is recruiting for a PHN I or PHN II to coordinate the Pre-Exposure Prophylaxis (PrEP) Program and serve as a community liaison for the 17th Street Testing, Treatment and Care, community providers, and community based organizations to develop and promote both medical and behavioral STD/HIV prevention services. The position works with Disease Intervention Specialists to facilitate and navigate referrals to Pre-Exposure Prophylaxis (PrEP) and provide case management for individuals with high-risk behavior.

Duties and Responsibilities:
  • Provides Nursing Case Management to clients receiving Pre-Exposure Prophylaxis (PrEP)
  • Assesses clients' eligibility and readiness for receiving PrEP
  • Provides education and counseling about PrEP, HIV and risk reduction strategies to clients
  • Represents and promotes PrEP to other County departments, community based organizations, committees, and other medical facilities
  • Facilitates referrals to and from the clinic as appropriate
  • Manages a case load of clients receiving PrEP including scheduling appointments, ensuring follow-up of laboratory testing, assessing high-risk behavior, and assessing for acute HIV infection
  • Collaborates with an interdisciplinary staff to ensure clients are provided adequate follow-up and medical monitoring
  • Works with pharmacies to ensure clients are receiving the correct medication within a designated timeframe
  • Participates in on-going education to ensure clinic is using up to date standards for PrEP management
  • Attends professional conference, webinars, and seminars in order to remain current in department policies
  • Works with Orange County jails to promote STD testing and treatment
  • Works with HIV providers in the community to promote STD and HIV screening in the general population

Employee Health Services provides occupational health services for all Agencies and Departments for the County of Orange. These services are exclusive for County employees only. All medical records and information on employees are kept strictly confidential unless there is a signed medical release.

Duties and Responsibilities
  • Quality review of employee pre-placement physical examinations for applicants
  • Quality review of surveillance examinations employees
  • Blood borne exposure investigations and coordination of follow up
  • Communicable disease exposure case management
  • Vaccine administration
  • Tuberculosis skin testing
  • Return to work evaluations

DESIRABLE QUALIFICATIONS:

Being bilingual in Spanish is desirable for this position.

The ideal candidate will also have knowledge, skills, and abilities which would demonstrate the following competencies:

Technical Knowledge and Experience
  • Knowledge of STD, risk factors, and risk-reduction strategies, testing and treatment
  • Knowledge of HIV infection including transmission, prevention, risk-reduction strategies, CD4 and Viral Load, and Anti-retroviral Therapy
  • Knowledge of Federal, State and local regulations and standards for HIV care
  • Possesses PrEP knowledge, including medications, HIV prevention, and being comfortable discussing risk factors with high risk population
  • Ability to develop new forms and handouts for program development
  • Ability to serve as a key participant in program design, development and evaluation
  • Ability to solicit information from clients on sensitive information
  • Maintain confidentiality of client records
  • Proficient in Microsoft Word, Excel, Power Point and Outlook

MINIMUM QUALIFICATIONS:

License and Certificate Required:
  • Possession of a valid Registered Nurse License issued by the California Board of Registered Nursing
  • Possession of a valid certificate as a Public Health Nurse issued by the California State Department of Health by date of employment.
  • Possession of a valid California Driver's License (Class C or higher) may be required for some assignments

Experience:

Public Health Nurse I
  • No experience required

Public Health Nurse II
  • One year of experience as a licensed/certificated Public Health Nurse in an agency providing generalized public health nursing services

Environmental Conditions

Will be required to work in clinic environment; wear protective equipment/clothing as required by protocol and may work with patients who have a communicable disease. For some programs work occurs primarily in the client's home. A high stress level is inherent in this position due to the nature and complexity of poverty and other psychosocial factors that impact the families served. Employees may have exposure to hazards in the field (driving, unfamiliar neighborhoods, inclement weather and clients).
