What We Do
The Maintenance and Operations Division:
  • Manages daily operations such as building cleaning, grounds maintenance and a highly responsive and capable staff of building maintenance professionals performing repairs and monitoring building systems
  • Manages preventative maintenance programs for major equipment and building components of facilities
  • Performs renovations and equipment replacements which result in increased safety, security, efficiency and improved productivity for our tenants
  • Provides assistance and consulting services to building tenants for electrical, plumbing, carpentry, HVAC, remodeling and other tasks
  • Ensures buildings meet safety, fire and disability code requirements

Position Summary

NATURE OF WORK

This is highly skilled, journey-level position required to perform high level technical and complex maintenance, repair and construction work for Pierce County Facilities Management Department. An employee in this classification is responsible for programming, monitoring, installing, testing, re-commissioning, inspecting, diagnosing, repairing building automation systems (BAS) including HVAC, building lighting, fire and safety devices, security systems and other integrated systems. Other duties include updating and maintaining the graphical web interface that enables systems monitoring and diagnosis and applying knowledge of multiple communications protocols including DEM, BacNet, Lon Works, Siemens and Tridium and others. This position is distinguished from other maintenance positions by performing specialized work requiring a broader knowledge and skill level and higher level of responsibility for planning and carrying out the work. Work involves project planning, cost estimating, determining project priority and ensuring work quality meets standards and code requirements. Work may involve assigning work, training and providing direction to other maintenance staff. Assignments are received through both verbal and written instruction. Employees may be responsible for performing in a specialized trade area, however, are also required to learn and participate in building maintenance activities associated with other trades. Work is performed under the general supervision of a facilities maintenance supervisor and is reviewed for thoroughness, timeliness and conformance with instruction and trade standards. 

ESSENTIAL FUNCTIONS
  • Operates and maintains building security systems. Installs wiring associated with security systems. Will also assist technicians working on building control systems including HVAC, lighting, and fire. Troubleshoots digital and non-digital circuits and associated programming and wiring. Reads and interprets electrical schematics, CAD drawings, line drawings associated with digital control systems, line and low voltage wiring systems.
  • Maintains mechanical hardware for security systems including gate and door mechanisms. May also assist in maintaining mechanical HVAC systems. Installs valves and actuators, both automatic and manual control. Installs and maintains dampers, damper actuators, and associated wiring and/or control tubing. Performs control adjustments, calibration and maintenance to balance airflow for ventilation and air conditioning equipment. Troubleshoots building HVAC systems to analyze equipment failures based on cause and effect.
  • Perform or assist HVAC technicians in troubleshooting vital comfort, energy, indoor air quality, safety and scheduling concerns related to HVAC systems and controls, fire, safety and security devices providing system operations data and trend logging reports, and managing BAS access and privileges for staff based on their job responsibilities.
  • Perform or assist contractors with inspection, installation, repair and replacement of various components or systems, technical matters and other issues requiring regular and efficient communication with foremen, supervisors, project managers via voice mail, phone and email.
  • Conduct quality control checks of near completed and completed projects to ensure proper system operation via: 1) performing an on-site review of the programs installed following completion of normal start-up and check-out procedures, 2) periodic visits to the jobsite after systems have been completed to ensure occupant satisfaction and to observe system operation during seasonal changes, 3) communication with building occupants when problems or concerns are found and suggestions for corrective action.
  • Act as subject matter expert and interface with project managers and contractors on project controls, plans, design meetings and site visits.
  • Analyze alarm reports and insure findings are appropriately communicated to staff, project managers and contractors. Analyze and make recommendations to optimize energy and operational usage with a goal of minimizing energy usage and lowering costs.
  • Perform a variety of contracting and estimating related tasks including identifying the scope and requirements of anticipated projects, conducting pre-bid walkthroughs and/or conferences, performing quality control inspections, inspecting delivered products and certifying completed work. Provide, design and estimate time and materials on both contracted and in-house work.
  • Installs, calibrates, maintains troubleshoots and repairs pneumatic control systems.

Qualifications

RECRUITING REQUIREMENTS

Minimum Recruiting Requirements to Apply:
  • Two years of work experience in one or more of the building, mechanical, electrical, carpentry, plumbing, construction trades or related trades area and provide adequate documentation of such.  
  • EL-06 electrician license required.
  • Extensive experience in building control systems, construction, building maintenance and mechanical systems including relevant experience troubleshooting and repairing direct digital controls (DDC) systems, DDC sequences and graphical programming preferred.
  • Experience with basic diagnostic equipment, including multi-meters preferred.
  • Additional education or experience may substitute for the recruiting requirements.
Desired Knowledge, Skills and Abilities:
Knowledge of...
  • DDC controls and building automation.
  • Minimum of 10 years of experience in building security systems, mechanical systems including relevant experience troubleshooting and repairing security system components.
  • PLC systems, preferably in a law enforcement/corrections setting that includes maintenance, installation and upkeep.
  • Low voltage wiring with a security system background or knowledge to include CCTV, intrusion, Physical Access Control systems
  • Inter-relationship of door hardware with Physical Access Control systems is needed. Building service systems and plant including gas and electric boilers, air handling equipment and all associated equipment.
  • Integration of Lon Network Controllers with Niagara Java application control engine (JACE) requiring use of Java desktop software and graphical interface software.
  • BacNet and Lon communications protocols and devices.
  • Basic diagnostic equipment, including multi-meters
  • Computers and various operating systems and software.  Basic network configuration capabilities.
  • Electric and electronic control interfaces and the ability to troubleshoot, repair or replace.
  • Electronic, electrical and mechanical systems and digital and pneumatic controls.
  • Programming DDC controllers with DOS-based line programming and digital management software.
Ability to...
  • Read and understand control drawings, electronic schematics, electrical diagrams and construction drawings.
  • Strong oral and written communication skills including the ability to explain technical information to technical and non-technical
  • Analyze and correct DDC systems sequence of operations to ensure maximum economy and comfort levels of operations.
  • Obtain Universal Recovery License, ELO-6A electrician license.
SPECIAL RECRUITING REQUIREMENTS:
  • Ability to obtain Class 3 City of Tacoma boiler license within 12 months of employment.
  • Possession of, or the ability to obtain, a valid Washington State Driver's license.
  • Ability to successfully complete all Pierce County background investigations to include fingerprinting.
  • Ability to pass a County-approved physical examination.
  • Union membership is required within 30 days of employment.

  • Frequent lifting or carrying objects up to 50 pounds may be required in some positions.
  • Employees are subject to 24-hour on call availability and must be able to work any shift at any location as required.

Vacation (Annual Leave)
After approximately six months, employees receive six days of vacation leave.

Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.

Sick Leave:
Sick leave accrues on a bi-weekly basis, at the rate of one day per month.
