Description

Under the administrative direction of the County Manager, the purpose of this position is to plan, oversee and direct the administration of the County's financial operations and staff and to provide professional financial advice to the County Management Team and Board of Commissioners. This position serves at the pleasure of the County Manager. Work involves managing the County's governmental financials, accounting and financial management systems and advising the County Manager on County fiscal policy matters. 

Examples of Duties

ESSENTIAL FUNCTIONS

Directs and evaluates assigned staff; oversees employee work schedules to ensure adequate coverage and control; monitors employee concerns and counsels as appropriate; assists with or completes employee performance appraisals; directs work; serves as a liaison between employees, County Manager and elected officials.
 
Ensures integrity and accuracy of all accounting/financial controls and activities of the County; interprets, applies, and ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; and initiates any actions necessary to correct deviations or violations; develops, recommends, updates, and implements financial policies and procedures for the County; reviews efficiency and effectiveness of financial operations, and methods; implements needed improvements.
 
Consults with County Manager, Board of Commissioners, department heads or others through the budget request process; compares data and recommends appropriate adjustments; checks, balances and verifies completed budget requests; conducts and attends meetings and workshops; and advises, assists or instructs staff regarding budget process as needed.
 
Prepares, publishes, and distributes the annual budget; develops and monitors revenues and expenditures; monitors and maintains debt service requirements; prepares the preliminary budget with proposed alternatives; participates in long-and short-range financial planning, including forecasting all revenues, capital requirements and cash flow management for all funds; and provides final review and correction to written reports and documents included in annual budget.

Monitors budgetary performance; oversees budget reviews; reviews financial statements; identifies problems and opportunities; formulates and recommends strategies to remedy budget deficiencies; reviews budget status with departments; and develops performance indicators to be used in integrating performance/financial evaluation.

Prepares, analyzes, distributes, and presents financial reports and executive summaries; consults with County administration and other officials to review financial operations/activities, review/resolve problems, receive advice/direction, and provide recommendations; attends Board of Commissioners' meetings; analyzes financial data and makes recommendations to assist County management in making financial decisions, including recommendations regarding pension plans, employee benefits, and insurance matters; and prepares ordinances and resolutions as requested.

Oversees internal audit functions; facilitates auditor interaction with finance and other departments; compiles electronic data and reports; assigns and monitors special audits or investigations as needed; and updates County Manager and Board of Commissioners regarding findings and recommendations, and corrective actions; maintains a comprehensive, current knowledge and awareness of applicable laws/regulations; maintains professional affiliations.
 
Submits all mandated reports to local, state and federal regulatory agencies or others as required; prepares, reviews, and/or analyzes financial documents such as budgets, investment reports, income statements, balance sheets, financial statements, general ledgers, bank statements; manages department financial resources; develops, defends, and implements departmental budget; monitors expenditures to ensure compliance with approved budget; and reviews and approves all financial documentation.
 
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; provides progress and activity reports to County Manager and elected officials; and revises procedure manuals as appropriate.
 

Minimum Qualifications

Educational requirements include completion of Bachelor's Degree in Accounting, Finance, Public Administration or related field required (Master's degree preferred).
 
Eight to ten (8-10) years of progressively responsible experience in financial administration.
 
Five (5) years of senior management experience for a comparably sized organization or as a director for a smaller organization; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
 
Any equivalent combination of education and experience is acceptable.
 
Valid Georgia Driver's License.

Knowledge, Skill, Abilities/ Supplemental Information

Extensive knowledge of the standards, regulations, laws and policies related to local government financial management systems.
 
Knowledge of the functions and purposes of County departments.

Extensive knowledge of financial accounting and auditing procedures, practices and policies related to governmental funds.
 
Knowledge of the County's policies related to finance, compensation and purchasing.
 
Excellent ability in performing complex mathematical computations and operating personal computers, calculator and financial software packages.
 
Excellent ability in communicating ideas and information to a wide variety of people.
 
Ability to establish and maintain effective working relationships with department employees, other County employees and the general public.
 
Ability to supervise employees involved in a broad spectrum of financial and clerical work.

Annual Leave

Annual Leave (vacation) is earned as follows:

  • 0 months – 5 years: 10 days per year
  • 6 years – 15 years: 15 days per year
  • 16 years – 20 years: 20 days per year
  • 21 years and over: 23 days per year

Sick Leave is earned at the rate of one day per month for a total of 12 days per year.

Employees receive nine paid holidays per year.

Insurance benefits are offered to employees working over 32 hours per week.

New employees are eligible for insurance coverage on the first day of the month following one full month of employment.

Retirement is managed by GEBCorp. Employees are required to contribute a percentage of annual salary for the Defined Benefit Program. Also available is an optional 457b Deferred Compensation Program.
