Job Description

Under the direction of the Manager of Applied Technology, the Applications Specialist maintains and supports Enterprise and Business applications.  Researches, designs, documents, and modifies software based on requirements and specifications to improve the functionality of proprietary and purchased software applications to ensure the efficiency and integrity of the business and operating processes of the County and assigned departments thereof. Collaborates with the Business Analysts and user departments to develop software applications that meet stated requirements.

This is a full-time, benefited position working at the Fillmore Complex in West Olive, MI.

Essential Job Functions

The qualified candidate will possess the abilities to perform the essential job functions including, but are not limited to, the following:

  • Writes, codes, tests and analyzes software programs and applications according to specifications.
  • Researches, identifies, analyzes, and fulfills requirements of all program users.
  • Collaborates with external vendors and developers to resolve problems in purchased software applications.
  • Analyzes and assesses existing systems, software applications, and technologies and develops recommendations to business analysts for improvements to existing business processes and procedures.
  • Proactively and continually evaluates applications by designing, running and monitoring software performance tests on new and existing programs to identify and correct errors, identify needed improvements, and perform general debugging.
  • Creates software applications and modifications to enhance the functionality and/or performance of proprietary and purchased applications in accordance with documented requirements and specifications.
  • Maintains knowledge of the vendor marketplace and technology developments in order to make recommendations to management regarding investments in new applications/tools.
  • Serves as system/security administrator for assigned software applications. Develops and/or applies patches and fixes to software applications.
  • Provides reports on progress against benchmarks for assigned program development and implementation projects.
  • Develops and maintains user manuals, guidelines and application documentation. Trains end-users to operate new or modified programs.
  • Pursues additional knowledge and IT Certifications.
  • Performs other duties as assigned.

Required Education, Training and Experience

Bachelor's degree from an accredited institution in computer science, information technology, or closely related field combined with two years of progressively responsible experience in programming and operations analysis; or an equivalent combination of education and experience. Specific experience with Microsoft SQL Server, database design and applications development.  Experience in database administration and web based programming languages strongly preferred. Please note: Must be able and available to provide emergency responses to system failures outside of normal working hours, as required to restore systems and maintain critical County operations.
