Minimum Qualifications of Education and Experience

Starting rate of pay is based on education, experience, and qualifying certifications held by the applicant at the time of hire. 

A minimum of one (1) year of experience in the maintenance of high pressure steam and electric power generation systems.
OR
Associate's degree in electro-mechanical maintenance discipline.
 
Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.

Individuals offered a position will be required to take a drug test.
 
Required Special Qualifications:
Valid Minnesota Class 2A Stationary Engineers license
Minnesota Provisional Waste Combustor Certification within 6 months of employment
 
Desirable Qualifications:
Background in resource recovery desirable

Nature of Work

Under the supervision of the Maintenance Supervisor, responsible for the installation, maintenance, repair, and inspection of mechanical equipment and electrical systems in a refuse fired cogeneration plant.

Examples of Work

  • Performs preventive and corrective maintenance tasks as assigned by the Maintenance Supervisor
  • Performs a wide range of maintenance mechanic assignments under the supervision of the Maintenance Supervisor  
  • Assists in maintaining spare parts/materials inventory
  • Performs routine housekeeping in assigned areas
  • Operates loaders and forklifts and other rolling-stock as needed
  • Performs routine welding tasks  
  • Stands relief watches, conducting all the essential functions of a Systems Operator on shift crew as needed
  • Operates scale house as needed
  • Assists in parts/materials procurement  
  • Operates ash/trash haul truck  
  • Takes responsibility for the safe use of all tools  
  • Carries and responds to pager on assigned weekends  
  • Performs related duties as required

Knowledge, Skills and Abilities Required

  • Good knowledge of the standards, materials and methods of the mechanical and electrical trades
  • Some knowledge of the principles and practices involved in the generation of steam and electrical power
  • Knowledge of the precautions necessary to work safely with and around mechanical and electrical equipment
  • Knowledge of the functioning of a typical computerized preventive maintenance system
  • Skill in operating forklifts and other industrial rolling-stock
  • Ability to read and understand plans, sketches, diagrams and blueprint
  • Ability to use both simple hand tools and complex machine tools
  • Ability to understand and comply with written and oral procedures and instructions
  • Ability to recognize and diagnose the faulty operation of various power plant systems

Paid Time Off
Employees over .5 FTE accrue Paid Time Off (PTO) based on their length of service as follows:

First year of employment - accrue up to 18 days
2 to 5 years of service - accrue up to 20 days
6 to 10 years of service - accrue up to 23 days
11 to 15 years of service - accrue up to 26 days
16 to 20 years of service - accrue up to 28 days
21 years of service and on - accrue up to 30 days

Employees begin accruing PTO on their first day of work and can use it as soon as accrued with supervisor approval.

Paid Holidays
Olmsted County recognizes the following legal holidays:
New Year's Day, Martin Luther King Jr. Day, President's Day, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving Day, Day after Thanksgiving, Christmas Eve (4 hours when December 24th falls on a Monday – Thursday only), Christmas Day

Employee Health and Insurance Benefits
Health, Dental, Basic Life, Health Care Spending Account and Dependent Care Spending Account become effective the first of the month following 30 days of employment.

Health Insurance
The Olmsted County Employees' Health Plan provides comprehensive health care benefits. Under the plan, eligible employees and their dependents are permitted to choose one of two care systems: Olmsted Medical Care System or Mayo Care System.

The plan also offers a comprehensive preventive care program to help protect the health of you and your family with flat dollar co-payments for office visits, coverage for urgent care visits and emergency room visits and a 24-hour health information services line staffed with experienced Mayo nurses 365 days a year.

Coverage is available for employees and their eligible dependents.

The cost of coverage is determined annually and may differ based on costs, and cost efficiencies of the different care systems. The 2018 monthly rates for healthcare coverage are as follows:

Olmsted Medical Care System
Single health coverage monthly cost to the employee is $76.00 per month or $38.00 per pay period.  Employee Plus One coverage monthly cost to the employee is $378.00 per month or $189.00 per pay period.  Family coverage monthly cost to the employee is $478.00 per month or $239.00 per pay period.

Mayo Care System
Single health coverage monthly cost to the employee is $76.00 per month or $38.00 per pay period.  Employee Plus One coverage monthly cost to the employee is $378.00 per month or $189.00 per pay period.  Family coverage monthly cost to the employee is $478.00 per month or $239.00 per pay period.

Prescription Drug Plan
An important component of the Olmsted County Employees' Health Plan is the prescription drug card plan. Prescriptions covered by the plan are based upon the Mayo Clinic Formulary. The plan provides you with a national network of over 50,000 pharmacies. This allows you to receive prescriptions conveniently at home, or across the country, for the same co-insurance amount. Retail prescriptions have a 25% co-insurance (34 day supply) with a $5 minimum and a $200 maximum charge.  Mail order prescriptions have a 22% co-insurance with a $5 minimum and a $500 maximum charge.  Both retail and mail order prescriptions apply toward an annual $2,400/person ($4,800/family) out of pocket limit.

Dental Insurance
Olmsted County has a self-insured dental plan administered by Delta Dental.  Coverage includes Diagnostic & Preventive Services – 100%; Basic Services - 80%; Major Restorative Services - 50%; and Orthodontics - 50%. Yearly maximum benefit for the first three services is $1,500.  Lifetime maximum for Orthodontics is $1,500 per eligible dependent child ($50 deductible per family member per year, with a maximum of $150 per family).

Single dental coverage monthly cost to the employee is $0.00 per month.  Employee Plus One coverage monthly cost to the employee is $17.00 per month or $8.50 per pay period.  Family coverage monthly cost to the employee is $43.00 per month or $21.50 per pay period.

Life Insurance
County-paid Life insurance up to two times your annual salary rounded to the next highest $1,000 is provided by Olmsted County (maximum of $300,000).  Olmsted County also pays 100 percent of enrolled dependent coverage costs for the following benefits:

Voluntary Life Insurance
New employees may select $250,000 in voluntary life insurance coverage for themselves and $50,000 for their spouse without answering any health questions. Employees may apply for additional life insurance in increments of $5,000 up to a maximum of $500,000. Spouses may apply for additional life insurance in increments of $5,000 up to a maximum of $250,000. Premium expenses are based on age and approved coverage amount. New employees can also elect child life insurance without having to answer any health questions. The cost of child life insurance is $1.30 per month, regardless of the number of children coverage is requested for. The coverage amount is $10,000 per child.

Employee and spouse benefits are contingent on underwriting approval. Coverage is effective first of the month following approval.

PERA Life Insurance
Employees of Olmsted County can purchase term life insurance coverage through the Voluntary Group Life Plan with the National Conference on Public Employees Retirement Systems (NCPERS) in which Olmsted County is a participant.  It is underwritten by The Prudential Insurance Company of America and administered by HealthSmart. The cost is $16.00 per month with no medical questions asked.

Short Term Disability Insurance
The County provides a short-term disability benefit of 80 percent pay replacement for up to five months based on medical need. There is a waiting period of 180 days of continuous employment for this benefit.

Long Term Disability Insurance
The County provides 40 percent pay replacement. 

Employees have the option to purchase an additional 26.67 percent pay replacement for a total of 66.67 percent.  There is a waiting period of 180 days of continuous employment for this benefit.

Employee Assistance Program
LifeWorks, Olmsted County's Employee Assistance Program (EAP), is a resource for employees to request information, locate local resources, discuss a problem, deal with a crisis or just talk with someone. Counselors are available 24 hours a day, 365 days a year. Online assistance is also available. This is a confidential, voluntary program for employees and their family members.

Flexible Spending Accounts
Employees have the option of using one or both flexible spending accounts provided through Olmsted County to pay for out-of-pocket health care expenses and day care expenses with pretax dollars.

Health Care Spending Account limit is $2,600.
Dependent Care Spending Account limit is $5,000 per married couple (or single filing head of household) or $2,500 for those filing single, non-head of household.

Blood Assurance Program
A Volunteer Blood Donor Program through Mayo Clinic Blood Bank is available to employees. It covers the employee and family for all red blood cell products.

Workers Compensation
All employees are covered by Workers Compensation insurance while performing County business.

Retirement
Olmsted County and employees pay into Public Employees Retirement Association (PERA) as follows:

Coordinated Plan: Employee Share is 6.50%, County Share is 7.50%
Police & Fire Plan: Employee Share is 10.80%, County Share is 16.20%   
Correction Workers Plan: Employee Share is 5.83%, County Share is 8.75%

Coordinated members pay into both PERA and Social Security.  PERA members are vested after 5 years of service.

Deferred Compensation Plans
Olmsted County employees may choose to participate in Deferred Compensation Plans (457 Plans) offered through: Empower/GreatWest Retirement Services, VOYA/ING/Aetna Life Insurance and Annuity Company, Nationwide Retirement Solutions (NACO),and Minnesota Deferred Compensation Plan.

Years of Service Awards
Olmsted County recognizes employees for milestones in their years of service (5, 10, 15, 20, 25 and above).

Direct Deposit
All employees are paid bi-weekly. Employees' paychecks are electronically deposited directly into employees' bank accounts, avoiding situations like late checks or inconvenient trips to the bank.

United Way Donation
If an employee requests, the County will deduct contributions to United Way through payroll deduction.

Staff Development Program
The Staff Development Program offers courses online and in the classroom. The purpose is to train and retain employees through educational opportunities.

Tuition Reimbursement
Olmsted County offers tuition reimbursement for college courses of 80% or $3,000 (whichever is less) per year with prior approval from supervisor and human resources for job related courses.

Parking/Transit Plan
Parking for Government Center employees is available in five parking lots, with parking fees ranging from $5.00 to $55.00 per month.

The County supports public transportation. Employees who ride the bus to and from work and during work hours may receive subsidized bus passes.

Jury Duty
Employees who are required for jury duty or to attend a trial in response to a subpoena will do so without loss of income. Employees will receive their regular pay during their court service.
