THE UNIVERSITY

California State University, San Bernardino is a preeminent center of intellectual and cultural activity in Inland Southern California. Opened in 1965 and set at the foothills of the beautiful San Bernardino Mountains, the university serves more than 20,000 students each year and graduates about 4,000 students annually.  The "value added" by a CSUSB education ranks in the top 4 percent in the nation, according to the Collegiate Learning Assessment.  CSUSB reflects the dynamic diversity of the region and has the most diverse student population of any university in the Inland Empire, and it has the second highest African American and Hispanic enrollments of all public universities in California. Seventy percent of those who graduate are the first in their families to do so. The university offers more than 70 traditional baccalaureate and master's degree programs, education credential and certificate programs, and a doctoral program.

THE DEPARTMENT

The Department of Housing and Residential Education (DHRE) works to support and foster the development of the whole student, provide safe and affordable housing, positively shape the quality of the campus experience, and create conditions that motivate and inspire students. Driven by the academic mission of the University, DHRE collaborates with numerous campus partners to support, foster, and create diverse learning communities that assist in student retention, promote student learning and success, and foster an inclusive, culturally diverse living and learning campus environment. DHRE consists of some 1,500 students living on campus, 30 full time professionals, almost 100 student staff, and five Faculty-in -Residence. The Department of Housing and Residential Education is currently developing new living learning communities, a Sophomore Year Experience, and constructing a new housing and dining facility scheduled to open in the fall of 2018.
 

Typical Activities

Reporting to the Executive Director of Housing and Residential Education, the Director for Residential Life and Education provides leadership and strategic vision to, and is responsible for, the comprehensive development and management of the residential life program grounded in student development theory and best practices that supports the mission of the Division of Student Affairs and CSUSB. Serving as a member of the DHRE leadership team, the Director should be committed to the following principles: student learning, engagement and development; assessment; student persistence; staff development; best or promising practices; developing and expanding campus partnerships. The Director of Residential Life and Education has full responsibility for the overall development, management, and general leadership of a comprehensive Residential Life Program for students residing in campus housing, including coordination of activities, academic initiatives, programming, personnel, and budgeting, as well as the coordination of functions, which have a direct impact on residential living. The position is a full-time, 12-month, live-off appointment.
 
The Director for Residential Life and Education will join an energetic professional team and will work closely with the Executive Director of Housing and Residential Education and other senior administrative team members to lead the department towards achieving its goals and to uphold the mission of supporting student learning and academic success. The Director collaborates closely with faculty and a variety of campus units regarding student success and support, emergency preparedness, security, and with campus offices. These offices include Student Conduct and Ethical Development, Student Development, Undergraduate Studies, Academic Affairs, Admissions, University Police, the Career Center, Student Health Center, Athletics, Orientation and First Year Experience, Counseling and Psychological Services, and any other areas and functions which are necessary to maintain a high level of student learning, customer service, student development, and occupancy in anticipating and meeting the academic, social and cultural needs of campus residents and for facilitating the most conducive living environment for student educational growth.

Among a broad array of desired qualities, the successful candidate will be a visionary and collaborative leader with the ability to strategically manage and facilitate organizational change; take a critical look at this area of the Department; demonstrate exceptional fiscal planning and budget management skills; help lead strategic efforts and planning for Residence Education, including developing annual goals and professional development plans which maximize campus partnerships, resources, and synergistic relationships throughout the department; have a broad understanding of living-learning communities and how to shape environments that support comprehensive educational and developmental programs; manage high level student issues; promote learning outcome assessment and evaluation; and work in a culture of accountability to ensure that that department image is strengthened through daily actions.

Minimum Qualifications

Required Education and Experience:

  • Master's degree in College Student Personnel, Higher Education Administration, Counseling, or closely related field.
  • A minimum of 5-8 years of progressively responsible experience in residence life and housing.
  • Experience in administration, budget management, advising student groups, management/supervision, assessment, and project management.
  • Demonstrated experience supervising, developing, and motivating a large and diverse professional and student staff team.
  • Experience with student engagement and development programming, focused on first-year, upper class, and graduate students' developmental needs.
  • Experience with developing, sustaining and improving living learning communities.
  • Experience building collaborative partnerships with faculty, administrators, students, parents/families, and community partners.
  • Experience working with diverse student populations.
  • Demonstrated experience with crisis management skills, including problem-solving and critical thinking.
  • Ability to manage multiple collaborative projects and systems simultaneously.
  • Excellent organizational skills and the ability to work independently.
  • Strong interpersonal, analytical, oral, and written communication skills.
  • Ability to occasionally work evenings and weekends.
Required Skills and Abilities:
  • Understanding and utilization of best or promising practices.
  • Serve as a member of Housing and Residential Education's leadership team and assists in the development, implementation, and assessment of a comprehensive residential life program grounded in student development theory that supports the mission of the Division of Student Affairs and CSUSB's Graduation Initiative 2025.
  • Responsible for developing and implementing a comprehensive, academic year, student- staff training curriculum, as well as ongoing professional development and student staff recognition opportunities.
  • Coordinate with the University's CARE Team to support students of concern. 
  • Determine current and future directions for special interest, theme, and living-learning communities, as well as develop recruitment efforts and strategies for continual improvement of living learning communities, and work with faculty to ensure the integration of curricular and co-curricular elements.
  • Lead and support campus and collaborative efforts to manage high-risk drinking and drug use, using evidence-informed management strategies, as well as provide relevant information to larger campus-wide alcohol conversations.
  • Partner with the Coordinator of Assessment to develop assessment strategies and communicate assessment results related to student learning and development to staff and faculty within and outside Student Affairs.
  • Directly supervise 7- 8 full-time professional staff, and indirectly supervises 70 student workers and leaders within assigned area.
  • Oversee the Faculty-in-Residence program.
  • Determine actionable steps for implementation of high impact practices.
  • Coordinate, implement, and evaluate all student engagement and community initiatives focused on holistic student development for first-year, upper-class, and graduate students.
  • Oversee the Residence Hall Association and the Village Councils to endorse student leadership, advocacy and self-governance.
  • Assist in the development and implementation of new student orientation programs, including Open Houses, Week of Welcome, Transfer Day, and Counselor's Day.  
  • Maintain a knowledge of and compliance with University procurement procedures.
  • Serve in an on-call capacity and provide leadership in crises, and coordinate a 24-hour on-call system.  
  • Oversee the development and coordination of department wide professional development opportunities.  
  • Serve on departmental and divisional committees and leads projects as required.
  • Serve as a liaison across the CSUSB community and acts as a referral resource for faculty, staff, students, and parents.

You have medical, dental and vision plans from which to choose coverage.  You may cover yourself and your eligible spouse or domestic partner and children.  You are eligible to enroll in coverage if you are appointed at least half-time and for more than six months.  If you enroll on a timely basis, coverage begins on the first of the month after your date of hire.  You also may enroll during any annual open enrollment period.

HEALTH CARE

Medical Benefits - You have a choice of several Health Maintenance Organizations (HMOs), depending on location, or Preferred Plan Provider (PPO) insurance plans through the California Public Employees' Retirement System (CalPERS)).  You and the CSU share the cost of coverage, with the CSU paying the greater portion of the monthly premium.  You may pay your portion of the cost on a pre-tax basis through the Tax Advantage Premium Plan (TAPP).

Dental Benefits – You may choose between two dental plans:  a traditional indemnity (fee-for-service) plan allowing you to see almost any dental provider, or a "dental HMO" plan offering a network of dentists from which to choose.  Currently, the CSU pays the full dental premium for you and your eligible dependents.

Vision Benefits – Vision coverage includes an annual eye exam, and glasses or contact lenses every other year.  Currently, the CSU pays the full vision premium for you and your eligible dependents.

Cobra Benefits – If you lose your eligibility for medical, dental, and vision benefits under specified circumstances (for example, you leave employment with the CSU), the Consolidated Omnibus Budget Reconciliation Act of 1986 (COBRA) and the Omnibus Budget Reconciliation Act of 1989 (OBRA) allows you to continue to receive health care coverage at your expense.  You and your dependents can receive COBRA benefits for up to 18, 29 or 36 months, depending on the circumstances.

FLEXIBLE BENEFITS PLANS

FlexCash – If you waive the CSU medical and/or dental coverage because you have other non-CSU coverage, you can receive additional cash in your paycheck each month.  You will be taxed on this additional income.  Currently, you can receive $128 FlexCash per month if you waive medical coverage and $12 FlexCash per month if you waive dental coverage.

INCOME PROTECTION BENEFITS

Long-Term Disability Insurance (LTD) – Long-Term Disability Insurance (LTD) replaces part of your income should you be disabled more than 180 days, regardless of the cause.  LTD is designed to supplement other sources of disability benefits, including IDL, Social Security, CAL PERS retirement or any other group disability plan.  The plan pays 66 2/3 percent of your salary, up to a maximum benefit of $10,000 per month.

SURVIVOR PROTECTION BENEFITS

Life and Accidental, Death & Dismemberment (AD&D) Insurance – The CSU provides you with $100,000 of basic term life insurance coverage and $100,000 of basic accidental death and dismemberment (AD&D) insurance coverage.  The CSU pays the full cost of this coverage; however, the value of any coverage over $50,000 is considered taxable "imputed income".  You have the option of waiving coverage above $50,000.  Coverage is automatic and effective on the first of the month after your date of hire.

ADDITIONAL CSU BENEFITS

CSU Fee Waiver Program – If you are a full-time employee, you are eligible each term to waive certain fees at a CSU campus for a maximum of two courses or six units, whichever is greater.  You may transfer your fee waiver benefit to your spouse, domestic partner, or child, however, not all of the fees may be waived or reduced for your dependents.

RETIREMENT PLANS

CalPERS Retirement Plan – The California Public Employees Retirement System is a defined benefit retirement plan that provides lifetime benefits based on members' years of service, age, and final compensation.  Full-time employees appointed for at least six months, or part-time employees working at least half-time and appointed for at least one year, are automatically enrolled in the CalPERS Retirement Plan. 

Depending on hire and/or membership date, employees are placed in one of three retirement formulas.  Each formula determines the employee contribution rate, and the benefit factor and final compensation period used to calculate retirement allowance.

Pre-Tax Savings Plans – As a CSU employee, you have three voluntary retirement savings plans available to you, which allow you to invest pre-tax dollars to supplement your CalPERS Retirement Plan benefit.  They are:

  • The CSU 403(b) Tax Sheltered Annuity (TSA) Plan
  • The Savings Plus 401(k) Thrift Plan
  • The Savings Plus 457 Deferred Compensation Plan
You may participate in any or all of the plans.  Each is governed by a different section of the IRS Code resulting in different rules and provisions.

TIME-OFF BENEFITS – (Paid Leave)

Holidays – The CSU offers employees 14 paid holidays each year; 13 scheduled on specific days and one you may take any time during the year.

Vacation – You earn two vacation days (16 hours) per qualifying monthly pay period.  If you have less than 10 years of service with the CSU, you can accrue up to a maximum of 384 hours (48 days); if you have more than 10 years, the maximum is 440 hours (55 days).  Part-time employees accrue vacation on a prorated basis.

Sick Leave – For each month of continuous service, you accumulate eight hours of credit for sick leave with pay.  Part-time employees accrue sick leave on a prorated basis.

Maternity/Paternity/Adoption Leave – You are eligible for 30 days of paid maternity/paternity/ adoption leave starting within 60 days of the arrival of your new child.
