Job Responsibilities

TEMPORARY GRANT POSITION
 
Coordinates and performs all financial monitoring to ensure subgrantees compliance with the Federal and State regulations of the SC Department of Public Safety's Highway Safety Grants Program. Interprets policies and procedures in the evaluation of fiscal operations governing the distribution of federal funds. Performs other accounting duties within the Highway Safety grant program.
 
Performs all financial monitoring for Highway Safety grants awarded externally as required by federal regulations and departmental policy. Verifies equipment purchases on-site at each subgrantee agency and reviews internal financial records maintained by the subgrantee. Prepares financial monitoring reports with detailed findings essential to the proper maintenance and review of grant funded projects. Prepares correspondence to subgrantees, assimilates information from subgrantees, and provides reports to the senior accountant responsible for the program. Archives files per department policy.

Prepares the de-obligated budget report for Highway Safety internal grants. Monitors expenditures on a monthly basis to ensure financial transactions are reconciled to the National Highway Traffic Safety Administration (NHSTA) draw down.

Responsible for compiling the backup documentation on all internal grants. Responsible for maintaining/filing all financial documents in internal/external grant files each month after the NHSTA draw down.

Responsible for providing technical assistance to program/office staff members in the financial development of internal grant fiscal issues. Prepares special reports for distribution to management and programmatic staff as needed.

Assists with preparing journal entries to adjust financial transactions inclusive of budget entries as needed. Assists federal auditors with quarterly grant reviews as needed.

Prepares and submits sub-award reports as required by the Federal Accountability and Transparency Act (FFATA).

Conducts presentations at designated workshops/conferences as needed to potential and awarded subgrantees on the submission of financial applications, to include budgetary and financial reporting forms, property control forms, financial record-keeping requirement and Federal audit requirements.

Performs other related duties as required.

Minimum and Additional Requirements

A high school diploma and professional experience in a related area such as accounting, auditing, finance or commercial lending.

Additional Requirements:

Associate's degree with 12 semester hours in accounting or related courses. Must be able to give presentations at various state and local meetings and conferences. Must be proficient in Microsoft Excel. Must have the ability to interpret and analyze complex financial data, records and reports. Must have the ability to produce clear and concise reports from complex financial data. Must have good communication skills, both written and oral are essential for this position. The selected employee must be able to coordinate several items at one time. Excellent organizational skills, and strong computer skills are necessary.

Preferred Qualifications

Knowledge of federal, state and local laws related to Federal grants. Knowledge of the principles, practices, theories and terminology of accounting. Knowledge of state government fiscal and accounting processes.

Additional Comments


In-state travel is required for monitoring agencies and some out-of-state travel is required for NHTSA training.
