MEDICAL ASSISTANT
(Family Health Clinic)

This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met.  Applicants are encouraged to apply immediately as this recruitment may close at any time without further notice.
 
This recruitment is being held to establish an Eligible List to fill current and future Medical Assistant vacancies within Health Care Agency until the next recruitment. The current vacancy is within the Family Health Clinic. This recruitment may also be used to fill positions in similar and/or lower classifications.

 
HEALTH CARE AGENCY

The County of Orange Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of five service areas – Administrative and Financial, Behavioral Health, Correctional Health, Regulatory & Medical Services, and Public Health - is committed to meeting the health needs of the diverse Orange County community.


FAMILY HEALTH CLINIC

The Family Health Clinic consists of the following services:

Child Health: Child Health offers physical exams to eligible infants, children, and adolescents including treatment for minor illnesses.

Family Planning: Family Planning Services are provided for eligible women and men to address their reproductive health needs - initiation and management of most methods of contraception, preventive services to maintain reproductive health, individual reproductive health education and counseling.

Immunizations: Immunizations are available for eligible infants, children, and adolescents. Seasonal Influenza (Flu) vaccine is available to eligible County residents. Immunizations for adults and travelers are available on a fee for service basis.


THE POSITION

The Family Health Clinic Medical Assistant provides integral support to clinic operations within the Child Health and Family Planning clinics. This position also supports service delivery through administration of immunizations to Orange County residents.

MAJOR DUTIES AND RESPONSIBILITIES OF THIS POSITION:
  • Administers tests, treatments, medications/vaccines, and performs venipuncture as prescribed by clinicians
  • Explains and obtains necessary consents for treatments and care
  • Organizes and maintains patient charts and medical records
  • Prepares patients for examination by taking vital signs and height and weight measurements; performing Snellen exams, hearing testing, pregnancy screening and other data collection as needed
  • Takes complete patient history including present illness, past medical history, and family and social history
  • Reviews immunization records and utilizes the California Immunization Registry (CAIR)
  • Teaches and counsels patients and families regarding specific diseases, health conditions, health maintenance and promotions
  • Follows-up with clients on referrals and vaccines
  • Assists in providing nursing support during disease outbreaks
  • Cleans and restocks treatment and exam rooms
  • Performs front office duties such as registering clients, preparing charts, running eligibility, making appointments, and other clerical duties as needed.


DESIRABLE QUALIFICATIONS & CORE COMPETENCIES

The ideal candidate will have at least one (1) year of experience providing care and services to the uninsured and under-insured population, which includes performing vaccinations, TB skin test, medication administration, and phlebotomy; and will have the ability to multi-task in a fast-paced clinic while paying close attention to details. The ideal candidate will also possess a valid CPR (Cardiopulmonary Resuscitation) - AHA healthcare provider card. Bilingual skill, especially Vietnamese, is highly desirable for this position.

In addition, the successful candidates will possess the following core competencies:
  • Knowledge of Child Health Disability and Prevention (CHDP) Program and/or Family Planning Access, Care and Treatment (Family PACT) Program
  • Knowledge of community resources to refer clients to specialty care and other services
  • Understanding and applying HIPAA guidelines to protect client's confidential and sensitive healthcare information
  • Ability to deliver quality client-centered care and services and advocate for clients
  • Ability to function independently and in accordance with established protocols
  • Effective time management skills
  • Effective interpersonal skills, including the ability to work collaboratively with clients and staff and to maintain calm demeanor during stressful client encounters
  • Strong organizational skills

RECRUITMENT PROCESS:

After the initial screening, the qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the competition.

Based on the Department's needs, the selection procedure listed above may be modified. All candidates will be notified of any changes in the selection procedure.

Eligible List  Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to a selection interview to be considered for present and future vacancies
