Definition

Under direction, is responsible for performing fully-skilled professional employee benefits work for all Columbus Public Schools employees; performs related duties as required.

Examples of Work

Interprets benefits language contained in insurance to ensure compliance;
 
Resolves employee issues as they pertain to Columbus Public Schools benefit plans and services;
 
Processes new hire open enrollment benefits and plan transfers (when applicable);
 
Acts as a liaison between benefits providers and employees to investigate discrepancies and provide information and resolution to include reviewing claims and researching problems as they arise;
 
Presents benefit policies and procedures to individual and group orientations;
 
Provides direction to entry-level staff in benefits department;
 
Advises employees relative to benefit eligibility, coverage, selection, and changes;
 
Develops policies and procedures to identify ineligible employees;
 
Makes certain that required documents submitted for benefits are originals;
 
Updates benefit changes for eligible employees;
 
Ensures that all records and updates are properly documented and signed;
 
Alerts appropriate benefit staff of potential problems;
 
Reviews and/or prepares reports to aid in benefits analysis;
 
Researches, collects, and analyzes insurance claims data;
 
Reviews medical documentation for various insurance claims;
 
Resolves insurance claim discrepancies;
 
Communicates open enrollment periods and responds to inquiries regarding the requirements of various voluntary benefit programs;
 
Responds in writing and orally to inquiries pertaining to benefits;
 
Maintains benefit records and documents;
 
Drafts benefit-related policies and procedures as applicable;
 
Analyzes legal compliance requirements and interprets benefits-related laws (child support, unemployment, and worker's compensation);
 
Represents district at state hearings for unemployment and worker's compensation as needed;
 
Compiles and prepares OSHA reports;
 
Monitors compliance actions for new and existing benefit registration;
 
Creates communication materials, such as presentations and information packages;
 
Operates a personal computer;
 
Operates a motor vehicle to reach various destinations.

Minimum Qualifications

Any combination of training and experience equivalent to the completion of a bachelor's degree in human resources, business administration, public administration, or a related area, and three (3) years of experience in the administration of employee benefits, worker's compensation claims processing, dispute resolution, or managed care.

Possession of a valid motor vehicle operator's license.
